The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Mexico works in close coordination with the Embassies and Consulates of the EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Mexican government in areas that are part of the EU’s remit.

We offer

The post of interim Project Manager in the Delegation’s FPI Team, expected starting date 1 November 2022. If authorized by our HQ, the contract may be extended but in no case will it be transformed into an unlimited duration contract or a local agent contract.

The contract will be governed solely by local legislation regarding working conditions, social security and tax arrangements. The person is recruited locally and must have the right to live and work in the country (valid work and residence permits).

The team consists of 3 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of FPI Regional Team Americas, providing support, expertise and assistance in the FPI funder projects management.

Following main tasks and duties are currently required: 

  1. Supporting the management of FPI funded projects in the framework of the "Partnership Instrument" (PI), “Foreign Policy Need” (FPN), “Project Support Facility” (PSF) and TAIEX  in relation with its stated objectives;
  2. Contributing to the identification and design of projects and programs of the FPI including bilateral and/or regional programs, as appropriate;
  3. Contribute to all aspects of the procurement process (drafting Information and Contract Notice, Term of references, launching and evaluating tenders or calls, awarding contracts)
  4. Supporting in monitoring projects
  5. Support in monitoring and disseminating projects communication material in workshops, seminars and other events, or via social media:
  6. Logistical support to the organization of meetings/events/missions;
  7. Overall organizational and administrative assistance in the FPI Team Mexico;
  8. Support in liaising with Mexican Stakeholders regarding events and activities preparation;
  9. Any other FPI task, related to the activities of the FPI Team and the Delegation.

The base salary will be notified to the candidates admitted to the interview. 

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • University degree in areas relevant to the job;
  • 5 years of general professional experience;
  • A minimum of 3 years work experience in project management;
  • Fluency in English and Spanish as well as excellent drafting skills in both languages (minimum level B2);
  • Good communication and facilitation skills;
  • Strong analytical skill and computer literacy;
  • Right to residence and work in Mexico;
  • Medical fitness to carry out the tasks assigned

Assets / selection criteria (basis for awarding points to select the best applicant)

Proven working experience in EU projects would be an asset

  • Knowledge/experience of EU policies,  and EU- Mexico relationship would be an asset
  • Work experience in international cooperation projects in Mexico is an advantage.
  • Previous experiences  in organizing and coordinating meetings and agendas, as well as events, would be an asset
  • C1 level of language skills (written, oral) in required languages, would be preferential

The process

After the deadline for applications, the eligible applications will be admitted to the interview by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on an assessment of the information provided in the cover letter, CV and interviews. Indicatively, the 5 best eligible candidates will be invited to the interview.
