The responsibility for implementing the MASE Programme is distributed as follows:

• IGAD is the regional authorising officer and therefore responsible for the general coordination of the Programme, in particular the Action Plan for Somalia ;
•  EAC is responsible for strengthening national and regional capacities with regard to the apprehension, transfer, detention and prosecution of pirates;
•  COMESA is responsible for strengthening regional capacities regarding financing and the economic impact of piracy in the region;
•  IOC is responsible for strengthening national and regional capacities for maritime security, as well as establishing a network for the exchange and coordination of information.

Objectives: In line with the African Union's Integrated Maritime Strategy for 2050, the #MASE programme promotes a global approach to address maritime security challenges in the region. Participating in creating an enabling environment for the development of the blue economy of coastal countries and beyond, the MASE Programme aims to strengthen regional maritime security capacities, both at sea and on land, both in the legal treatment of transnational crimes and threats in the fight against illicit financial flows.

Geographic area: Eastern and Southern Africa and the Indian Ocean (AfOA-OI).
