Cooperation with the Intergovernmental Authority on Development (IGAD) is based on documents concerning regional strategy and National Indicative Programmes (NIPs) for East Africa, Southern Africa and the Indian Ocean. At present, this cooperation is implemented primarily through the 10th European Development Fund (EDF).

The overall objective pursued alongside IGAD within the framework of the NIP of the 10th EDF is to help eliminate poverty in the region's countries and to help these countries achieve the Millennium Development Goals by providing economic and trade assistance. Specific objectives include supporting regional integration, in particular, strengthening regional cooperation and supporting it within the wider context of the global economy.

The focus areas of the NIP under the 10th EDF include regional economic integration as well as regional policy integration/cooperation agenda through a series of measures aiming to help the region cope with its policy frameworks in a coordinated manner.

Under the 10th EDF, IGAD benefits from support for the management and/or conservation of cross-border renewable natural resources (water and protected areas), as well as cross-border monitoring of animal diseases and encouraging resilience to natural disasters among the region's livestock farmers and herdsmen.

Under the 9th EDF, the IGAD benefited from programmes that supported social protection and disaster risk management policies, which envisaged implementing a Regional Operational Budget for Disasters and a Multi-Risk Atlas, among other things. In addition, with the EU's support and technical assistance from the Food and Agriculture Organisation of the United Nations, IGAD was able to strengthen an initiative for livestock rearing – a sector vital for the Horn of Africa.
