Réussir ensemble Mauritanie (REM) Program
The REM program is a Team Europe initiative with France (AFD) and Germany (GIZ and BMZ). The IOM (International Organization for Migration) is also involve, and a technical assistance supporting the two ministries: the Ministry of Youth Empowerment, Employment, Sports, and Civic Service (MAJESSC) and the Ministry of Vocational Training, Handicrafts, and Trades (MFPAM).
The program is funded by the European Union’s Flexible Mechanism (migration fund) with a contribution of €20 million, complemented by €8.85 million from AFD’s PADEM (Projet d'Appui au Développement de l'Entrepreneuriat en Mauritanie) program and €7 million from BMZ for GIZ’s “Pro Employment–Private Sector Development” program, bringing the total REM budget to €35 million.
The REM Program aims to improve prospects for the creation of decent jobs and professional integration for young Mauritanian citizens, as well as for foreigners legally residing in Mauritania.
The overall objective of the program is pursued through three specific objectives:
- SO1 : Improve labor market-related skills to facilitate professional integration (implemented by GIZ)
- SO2 : Support job-creating entrepreneurship initiatives (implemented by AFD)
- SO3 : Improve access to information on economic and employment opportunities, as well as on the risks and opportunities of migration for young people in Mauritania (implemented by IOM).
The program is divided into three main components:
- Vocational Guidance and Technical Training Component (GIZ) - through the action "Employment Promotion and Private Sector Development (REM-ProEmploi-DSP)"
- Entrepreneurship Component (AFD) - through the action "Réussir ensemble Mauritanie (REM), Entrepreneurship Component"
- Information and Awareness-Raising Component (IOM) - through the action "Access to Information on Migration Risks and Economic Opportunities for Youth in Mauritania"
The REM program is implemented in collaboration with:
- The Ministry of Youth Empowerment, Employment, Sports, and Civic Service (MAJESSC)
- The Ministry of Vocational Training, Handicrafts, and Trades (MFPAM)
in coordination with institutions responsible for employment and vocational training - The French Development Agency (AFD)
- The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH – German technical cooperation
- The International Organization for Migration (IOM)
- Ginger Sofreco, as technical assistance provider
The program also involves participation from:
- The National Institute for the Promotion of Technical and Vocational Training (INAP-FTP)
- The National Employment Agency (TECHGHIL)
- The National Agency for Statistics and Demographic and Economic Analysis (ANSADE)
- As well as the private sector, the National Employers’ Union of Mauritania (UNPM), professional federations, chambers of commerce, local authorities, civil society organizations, and others.
