Malawi and the European Union hold Partnership Dialogue

The third Partnership Dialogue between the European Union (EU) and the Government of Malawi under the Partnership Agreement with the Members of the African, Caribbean and Pacific States, known as the Samoa Agreement, took place on 28 May 2025 in Lilongwe.

 

The meeting provided an opportunity for both parties to discuss the outcomes of the recent EU-AU Ministerial meeting which took place on 21 May, 2025 in Brussels. Other topics of discussion included energy, mining and the upcoming tripartite elections. 

In addition to addressing issues such as the promotion of democracy, rule of law, good governance, human rights and sustainable economic development, both parties re-committed to a continued cooperation and engaged to optimize the attractiveness of Malawi for investments and private sector led growth. In an international context marked by volatility, EU and Malawi underlined the importance of their strong and continued cooperation as equal partners, of supporting multilateralism, and upholding their common values. 

In her remarks, Honorable Nancy Tembo, M.P., Minister of Foreign Affairs, acknowledged the significance of the dialogue in advancing issues of mutual interest, particularly against the backdrop of current global trends where many development partners are scaling back development aid. In this context, she underscored the need to focus on investment-driven partnerships. She highlighted the strong potential for deeper alignment with the EU in strategic sectors such as mining, energy. She further emphasized the importance of creating an enabling environment that empowers the private sector to play a central role in driving inclusive and sustainable prosperity, in alignment with Malawi 2063, which identifies private sector dynamism as a key enabler of the country’s long-term development vision.

Speaking at the meeting, His Excellency Rune Skinnebach, EU Ambassador to Malawi, said “The EU and its Member States are reliable and strong partners for Malawi in a wide range of areas, among them clean energy and natural resource management. We work together in these areas because they harness the greatest potential for sustainable economic growth in Malawi, and because we want Malawi to succeed – including in overcoming challenges related to governance, public institutions and legal frameworks.”

The delegation of the Government of Malawi was led by Honourable Nancy Tembo, M.P., Minister of Foreign Affairs, who was accompanied by Honourable Titus Mvalo, Minister of Justice, Honourable Ken Zikhale Ng’oma, M.P., Minister of Mining, Honourable Ibrahim Matola, Minister of Energy, senior government officials from the Ministries of Foreign Affairs, Mining, Energy, Finance and Economic Affairs, and Trade and Industry as well as the Chief Executive Officer of the Malawi Mining Company, and a representative from the Malawi Electoral Commission (MEC).

On the side of the European Union, the Dialogue was co-chaired by His Excellency Mr Rune Skinnebach, EU Ambassador to Malawi, who was accompanied by Her Excellency Ms Ute König, Ambassador of Germany; Her Excellency Ms Kate Brady, Ambassador of Ireland; His Excellency Mr Peter Huyghebaert, Ambassador of Belgium, Her Excellency Dr. Margret Verwijk, Ambassador of the Netherlands; Her Excellency Ms Natividad Isabel Pena-Bonilla, Ambassador of Spain; His Excellency Mr Per Lindgarde, Ambassador of Sweden; His Excellency Mr Sergiusz Wolski, Chargé d’Affaires of Poland, Dr. Alexandru Irimia, Chargé d'Affaires for the Republic of Romania, officials from the Embassy of France and from the European Union Delegation to Malawi. 

Partnership Dialogue meetings are held twice a year at the highest political levels, and allow Malawi and the European Union to exchange views on issues of common interest and agree on joint priorities for the bilateral, regional and multilateral agenda.
