The European Union (EU) is a union of 27 countries. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. The EU Delegation to Libya represents the EU in Libya. It works closely with all concerned stakeholders in Libya, in the EU and in the international community. The EU Delegation raises awareness on European concerns and policies, supports efforts towards Libya's stability and democratic transition and promotes a stronger partnership between the EU and Libya. It also manages the funding of stabilization and cooperation actions as well as humanitarian assistance for vulnerable groups in Libya. The EU plays an important role in diplomacy and works to foster stability, security and prosperity, democracy, fundamental freedoms and the rule of law at international level.

The successful candidate will be recruited as SECRETARY, which can be changed based on the needs of the Delegation. He/she will be part of the Delegation's Administration Section, will report to the Head of Administration and will provide general administrative support, including document management, internal communication, organisation of meetings, logistic needs and information provision.

The jobholder will in particular be responsible to:

  • Provide assistance by managing the calendar, answering the telephone, filtering calls and taking messages, responding to general inquiries and managing the e-mail exchange.
  • Take, transcribe and prepare notes, minutes, routine correspondence, presentations, contributions to inter-service consultations and other texts that are needed for the overall activity of the Administration Section.
  • Ensure that space, infrastructure, office supplies, inventoried goods and other logistical needs of the office are covered.
  • Attribute incoming messages to relevant staff members, coordinate follow-up and deadlines.
  • Contribute to the administration of calls for tenders and/or proposal process (terms of reference, evaluation…)
  • Organise visits to the Ministry of Foreign Affairs; follow and record Notes Verbales
  • Archive documents
  • Assist with interpretation during meetings
  • Translate simple documents
  • Contact suppliers and service providers
  • Fulfill other tasks in relation to administrative assistance
  • Fulfill other duties as and when required by the Head of Administration and the Head of Delegation

Type of contract :

The SECRETARY is recruited under Function Group III for LOCAL AGENTS, with a basic monthly salary of 1,645.73 Euro. Salary increases are foreseen based on the current salary review.  In addition, benefits such as an additional pension scheme and medical insurance are offered to employees and their families under certain conditions.

  • Definite contract of one year (with possible renewals)
  • Probation period : 3 months
  • Place of employment: European Union Delegation to Libya, Tripoli
  • Weekly working hours : 40

The Delegation adopts a gender balance policy.

Selection criteria :

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Fluent in Arabic and English (Minimum B2 level);
  4. Post-secondary education (diploma in administration/accountancy/business management);
  5. Perfect knowledge of relevant IT tools (Word, Excel, Outlook, etc.)
  6. At least 3 years working experience in administration/accountancy/business management

The following will be considered assets:

  1. Accountancy and administrative support skills demonstrated in previous experiences;
  2. Knowledge of French is an advantage ;
  3. Excellent oral and written presentation skills;
  4. IT skills;
  5. 3 years experience in finance preferably in an international organization.
  6. Ability to build and maintain positive working relationships with colleagues, national counterparts, donor agencies, other stakeholders and ability to adapt well in a multi-cultural environment;
  7. Personal initiative and ability to focus on priorities and meet deadlines.

The procedure   

After the deadline for applications, applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post. The short-listed candidates will be invited to an assessment phase which will include an interview and possible written test - during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed. 

The recruitment will take place only after a conclusive medical examination.
