The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Libya (Tripoli) works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Libyan government in areas that are part of the EU’s remit.

We offer

The post of Driver (Local Agent Group 5) in the Head of Delegation’ Section. The team consists of ten people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Delegation and the Head of Administration, providing support, expertise and assistance to the Delegation as driver and on other administrative, logistical and operational tasks.

Following main tasks and duties are currently required:

  • General driving duties for the Delegation (drive the Delegation’s staff and visitors as per assignment in a safe and law-abiding manner to ensure passenger safety and vehicle longevity), including missions outside Tripoli;
  • Transporting goods as required;
  • Coordinating with the Administration, collecting information and arranging daily driving duties;
  • Complying with all the existing law, rules and regulations issued for the road;
  • Maintaining the service car under his/her responsibility;
  • Providing support at the airport;
  • Maintaining contacts with local authorities as needed to carry out mandated tasks, including Customs, Airport of Libya, Tripoli Immigration and various ministries;
  • Coordinating with other driver(s) in order to ensure punctuality in the service;
  • Purchasing of items and supplies, carrying out payments and similar services, including clerical duties, such as making photocopies, delivering messages;
  • Supporting the organisation of events;
  • Carrying out any other tasks relating to the activities of the Section and the Delegation, assigned by the Head of Delegation and the Head of Administration.

The base salary will depend on relevant and verified employment experience, typically starting from EUR 1242/month.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The working hours are 37.5 per week.

The contract - “local agent” post of Group 5 - will be concluded for an initial fixed-term period of 1 year.

The expected start date will be as soon as possible. 

Minimum requirements / eligibility criteria

  • Minimum 3 years of proven experience in the field of transportation - professional driver;
  • Diplomas : completed secondary school (or equivalent) education with relevant certificate;
  • Valid driving license in B category obtained more than 5 years ago and clean driving records;
  • Native Arabic and ability to understand and to communicate clearly and confidently in English;
  • Good  computer skills i.e. Word, Excel, Outlook and Internet;
  • Right to residence and work in Libya;
  • Medical fitness to carry out the tasks assigned.

Assets / selection criteria

  • Previous professional experience in a multicultural environment such as Embassy, international organisation, multinational company as a driver;
  • Familiarity with location of Embassies, Ministries, International Organizations and others, within Tripoli;
  • Any diploma/certificate attesting of professional training(s) (mechanics, defensive driving, armoured vehicle B6, etc.)
  • Knowledge of vehicles mechanics;
  • Proven experience in use of communications equipment (radios, SAT phones, GPS navigation systems);
  • Knowledge of relevant Arabic dialect (Libyan), knowledge of any other EU languages;
  • Knowledge of the European Union and its institutions;
  • Good communication skills with external and internal contacts;  
  • Ability to work as a team member;
  • Ability to work in a multicultural environment;
  • Ability to understand and contribute to effective and efficient administration and procedures of the Delegation;
  • Capacity to execute tasks in a timely and efficient manner;
  • Capacity to adapt quickly to changing circumstances and needs;
  • Flexibility

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. The two or three best candidates will be invited to the final phase.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
