Statement by the European Union Delegation and the Diplomatic Missions of EU Member States to Libya on the announcement by SRSG Hanna Tetteh of a new political roadmap
The European Union Delegation and the Diplomatic Missions of EU Member States to Libya welcome the new political roadmap presented by SRSG Hanna Tetteh to the UN Security Council on 21 August 2025.
We commend UNSMIL's comprehensive plan, which is based on extensive consultations with the Libyan people. The roadmap’s three pillars—a viable legal and constitutional framework for holding presidential and legislative elections, the unification of institutions through a new unified government, and a structured national dialogue to address critical issues—provide a clear path to ending the political stalemate and holding elections.
We urge all Libyan actors to swiftly implement the initial steps, including the reconstitution of the High National Elections Commission's board and the amendment of electoral frameworks. We fully support the call for a structured dialogue that places the Libyan people at the center of the process and stand ready to provide the necessary support to ensure the plan’s success, including by heeding the call of the Libyan people and UNSMIL to hold accountable those who obstruct progress.
In this spirit, we strongly condemn the reported rocket launch near the UNSMIL compound during the SRSG’s briefing, which we consider an unacceptable act of intimidation. We commend the Libyan authorities' swift response and reiterate our support for UNSMIL's unwavering commitment to peace and stability.
The European Union Delegation and the Diplomatic Missions of EU Member States to Libya remain fully committed to a stable, sovereign, and unified Libya and look forward to the roadmap's effective implementation to achieve lasting peace and democratic governance.
