We offer

We offer a post of Finance Secretary. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Finance Secretary – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff to below tasks and responsibilities under the supervision and responsibility of the relevant head of section. 

Functions and duties

Financial procedures:

  • Assistance in verification of conformity of all financial procedures and transactions [payments, recovery orders, etc.] acting as payment assistant [level ENCOD and GESTFIN];
  • Assistance in the management of contract and payment files [filing, scanning uploading of documents].
  • Contact with beneficiaries and contractors in relation to payments and/or recovery orders;

Contracts

  • Verifying contracts and conventions and encoding of these in the EU financial systems [level GESTFIN];
  • Participation in advising local contractors and beneficiaries on EU procurement rules and procedures.
  • Verifying of EU Delegation guarantee files [pre-financing, performance, retention] and encoding in the relevant EU database [CRIS] and upload of documents;

Co-ordination, co-operation

  • Liaison with the Operational Section of the Delegation of the EU to Afghanistan.
  • Management of Contract files [including scan of documents and upload in EU database]

Assistance

  • Monitoring and reporting of deadlines , programming of publications, evaluations and other meetings;
  • Organisation / preparation of meetings
  • Other assistance upon instruction

Selection Criteria

Minimum Requirements:

1.         Medically fit to perform the required duties;
2.         Enjoys civil rights and permits for employment under local law;
3.         has a satisfactory knowledge of; English, Persian (Dari) and Pashto

Required education and experience:

Education & Training

  • Secondary school certificate;

Legal and financial training an advantage

Knowledge & Experience

  • At least two years’ experience in public procurement and contracts management;
  • Good knowledge of international public procurement procedures;
  • Knowledge of EU policies and programmes for EU-Asia co-operation;
  • Experience of project cycle management, logical framework analysis, economic and financial analysis, environmental impact assessment.

Language skills

Excellency in English, both in verbal and written presentations

Proficiency in Persian (Dari) and Pashto (written and spoken)

Knowledge of another European or Afghan language would be an advantage

Communication skills

Capacity to communicate clearly and speak in public, present complex matters in a simple way and draft quickly and precisely.

Interpersonal skills

Ability to listen, to consult and to share information and ideas;

Good skills in teamwork and negotiations;

Intellectual skills

Ability to quickly grasp new concepts, ideas and procedures;

Commitment to expand on build on existing skills and knowledge through training and on-the-job learning;

Computer skills

Microsoft Word, Excel, Access, Power Point and Outlook.

Ability to quickly familiarize oneself with relevant EC IT applications

Management and organisational skills

Capacity to focus on priorities and to organize work to deliver outputs in accordance with deadlines;

Ability to successfully negotiate in a multicultural and multilingual environment;

Capacity to monitor progress of work, organize reviews and supervise project teams;

Good analytical skills and ability to identify key issues;

Personal qualities

Ability to flexibly work under pressure and to respond quickly to new demands;

Commitment to assure quality, speed and accuracy in performing technical and procedural duties;

High degree of responsibility and accuracy in handling EU funds;

Basic salary:                      1986 EURO

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
