EU co-funds the modernisation of the electricity grid in Cambodia

A delegation of the Ministry of Economy and Finance of Cambodia led by His Excellency AUN Pornmoniroth, Deputy Prime Minister met with the Director General of the French Agency  for Development, Mr Rémy Rioux, on Monday, May 6, 2019 in Paris. This meeting was an opportunity to appraise the strength and relevance of AFD’s support aligned with Cambodia's development priorities.

The meeting ended with a signing ceremony of financing agreements for a project in the energy sector and in the presence of representatives of the European Commission lead by Mr Pierre Amilhat, Director for the Asia region of the European Commission’s Directorate-General for International Cooperation and Development.

The development of the electricity grid is a major challenge for the Royal Government of Cambodia (RGC) who has set a target of providing energy access to 100 per cent of villages by 2020, compared to 82 per cent today. Thus, the energy sector faces several challenges, including: (i) the further development of transmission and distribution networks to connect all the provinces of Cambodia; (ii) the need to improve the efficiency of the electricity system in order to reduce energy tariffs and thus enhance the attractiveness of the country and the competitiveness of its industries and (iii) the diversification of power sources and the integration of intermittent renewable energies to gradually limit the use of coal.

To meet these challenges, Cambodia wanted to mobilize AFD to undertake the in-depth modernization of its transmission and electricity distribution system, which is the purpose of this 25 million Euro loan backed by a subsidy of 4.1 million Euro from the European Union's delegated funds dedicated to studies, technical assistance and training. The project aims at strengthening the capacity of the national company Electricité du Cambodge (EDC) to manage the national transmission and distribution network in Phnom Penh and its region, through the digitalization of processes, to increase the quality of supply, the efficiency of operations and the possibilities of integrating renewable intermittent energies into the network.
