Strengthening the Veterinary Services and Food Safety Capacities of the Lebanese Ministry of Agriculture

A twinning partnership between the Lebanese Ministry of Agriculture, the French Ministry of Agriculture and Food and the Italian Ministry of Health.

Twinning projects bring together public sector expertise from EU Member States and beneficiary countries with the aim of achieving concrete mandatory operational results through peer to peer activities.

The current twinning project “Strengthening the Veterinary Services and Food Safety Capacities of the Lebanese Ministry of Agriculture” was planned for two years (01 October 2018 – 30 September 2020).

It is divided into 3 components, each of them made of several activities:

  • Component 1    Enhancing the Lebanese Legislation in the field of food safety, food quality and veterinary public health.
  • Component 2    Strengthening the Institutional and Administrative capacity of the veterinary services.
  • Component 3    Increasing the Communication and awareness with stakeholders (consumers, producers and other interested parties).


Veterinary public health is an important basic component for a robust food safety system. One of the main Institutions responsible for food safety in Lebanon is the Ministry of Agriculture that is committed to provide consumers with safe and high quality agricultural and processed agricultural products meeting Sanitary and Phytosanitary (SPS) requirements.

The necessity of legal harmonization, capacity building and reorganization of the veterinary services emerges therefore as an issue of utmost priority to guarantee adequate protection of Lebanese consumers and facilitate the trade of agricultural and processed agricultural products.

The current project will support the Ministry of Agriculture in addressing the above issues and will implement activities based on recommendations and results of the major technical assistance programs previously implemented in Lebanon.

Overall Objective

This project aims to strengthen the capacities of the Ministry of Agriculture in the field of veterinary public health in order to protect the health and safety of Lebanese consumers and secure the health and safety of Lebanese animal production and its food industry.

Activities include standardization of Lebanese legislations of component 1 in compliance with the international and EU standards. Capacity building via trainings and study field visits on food and feed safety, laboratory practices, will be carried out between Lebanon and Europe for component 2. Veterinarians, consumers, food industries, laboratories, ARD services will be fully involved in the awareness campaign to be raised throughout the project for component 3.

Animal Resources Directorate, relevant partners and stakeholders are fully involved within the project, as users of the inspection procedures to be drafted and as target audience of the training courses that will be hold.
