Who we are

The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the Republic of Lebanon represents the EU and negotiates with the Lebanese authorities on behalf of the EU. Our role is to coordinate locally the action of the EU and the Member States accredited to Lebanon. In practice, this means that we are more involved in bringing a unified and consistent European voice in our engagement with all people living in Lebanon.


Who we are looking for

We are looking for a dynamic and well connected strategic communication expert to support the EU Delegation in all communication and press activities. This includes the development of a new strategic communication strategy and advice on all aspects of strategic communication and public diplomacy of the Delegation, planning and implementation. The candidate must be well connected locally and have a thorough knowledge of social media (including some technical knowledge), experience in the management of social media channels (twitter, facebook, blogs) and a good knowledge of local media consumption patterns. He/she must have an excellent command of English and Arabic (ideally also French) to be able to deliver high quality editorial input for speeches, press releases, forewords and other publications. He/she will be tasked with coordinating all external communication activities (including coordination between various parties) and be responsible for EU visibility.

She/He will also serve as advisor to the Head of Delegation and her staff with regards to communications and take the lead in organising outreach events.

We are looking for an autonomous personality that is able to work in a very independent manner, delivering quality results under pressure and often within short deadlines. The candidate must have strong organisational and coordination skills. The communication officers report to the Delegation management.

A strong sense of initiative, online experience, and a good team spirit are important elements for this position.


Position information

Position title:             Communication Officer

Reporting to:             EU DEL Management

Contract:                   Employment contract of 12 months.

Expected starting date:        1 September 2017, or soonest thereafter

Work station:             EU Delegation to Lebanon, Saifi, Beirut

Minimum requirements


A university degree is required. A post-graduate education degree will be considered a plus, but more important is an appropriate professional experience of at least three (3) years in the media.


Technical knowledge:

- Professional experience: At least three (3) years of media experience

- Experience in managing social media

- Languages: Fluency in English and Arabic required. French language skills will be considered a plus.

- IT tools: Good computer skills on MS Word, Excel, PowerPoint, e-mail applications and other programmes relevant for the above-mentioned tasks.


Communication and other personal skills:

- The ideal candidate should be a multi-tasking person with a strong sense of flexibility and responsibility, with very good communication and organisational skills and the ability to set priorities in line with the needs of the Delegation;

- Very good capacity to work as member of a team and under pressure;

- Capacity to establish and maintain good interpersonal relations at work;

- Ability to work effectively and independently in a multi-disciplinary and multi-cultural team.


Specific experience requirements

Knowledge of the European Union will be a highly valued asset.
