Launch of EU Erasmus+ project on quality assurance in higher education in Beirut

The three-year TLQAA+ project will support the Lebanese higher education institutions in setting the standards, guidelines and procedures for the evaluation of their programmes, and will support the readability and coherence of the qualifications.

A new Erasmus+ project “Programme Evaluation for Transparency and Recognition of Skills and Qualifications” (TLQAA+) was launched today in Beirut under the auspices of H.E. Marwan Hamade, Minister of Education and Higher Education and in the presence of H.E. Ambassador Christina Lassen, Head of the Delegation of the European Union to Lebanon. The project is funded by the European Union under the Erasmus+ programme with €881,555.

The launching ceremony, organised by the University of Balamand and Académie Libanaise des Beaux-Arts (ALBA), was attended by representatives of EU embassies, national and international organisations active in the field of education, higher education institutions, and the private sector, in addition to academics and students.

Ambassador Lassen said: "To succeed in an increasingly competitive global employment market means qualifications and programmes have to meet global standards." She added: "If Lebanese higher education institutions want to be able to face their challenges, quality assurance has to be at the heart of the system. It is a question of survival."

The three-year TLQAA+ project will support the Lebanese higher education institutions in setting the standards, guidelines and procedures for the evaluation of their programmes, and will support the readability and coherence of the qualifications. It will provide Lebanese experts from the Ministry of Education and Higher Education and universities with training and enhance capacity-building in the field of evaluation of programmes.

The project brings together a consortium of 23 partners:

  • 14 from Lebanon: the Ministry of Education and Higher Education, 12 Lebanese universities and the Association of Lebanese Industrialists.

  • 9 from Europe: the European Association for Quality Assurance in Higher Education, 3 quality assurance agencies from Spain and France, and 5 European universities.

Lebanese universities are faced with increased regional and worldwide competition, while students are encountering employment challenges. They therefore have recognised the need for the evaluation of their programmes in order to increase quality and gain the trust of students, employers and partners. To increase the employability of students, university programmes have to be more practical, relevant and market oriented.

Erasmus+ is the European Union's programme for education, training, youth and sport. It foresees to allocate €28 million in 2017 to fund projects in the European Southern Neighbourhood region that includes Lebanon.
