The Government of Kyrgyzstan introduced the Education Development Strategy 2020 in 2012 to address the overall management and to rationalise the financing of the education sector. In response to this the EU started supporting the education sector in Kyrgyzstan in a comprehensive manner.

The Kyrgyz Republic has experienced profound political, economic, and social changes since its independence, transforming itself from an unassuming Soviet republic into a sovereign country. Despite efforts and considerable spending since independence, the Kyrgyz education system has produced mixed results: nearly all students complete basic education but learning achievements are generally modest. The Kyrgyz Republic was ranked last in math, science and reading among countries that participated in the 2006 and 2009 rounds of the Program for International Student Assessment (PISA).

The Government of Kyrgyzstan decided to address the overall management and rationalise the financing system of the education sector through the Education Development Strategy 2020 (EDS 2020), which was adopted in March 2012. The implementation of the EDS 2020 has been translated into a comprehensive, operational rolling Action Plan (APED) covering the periods 2012-2014, 2015-2017 and 2018-2020. In response to the Government's efforts the EU started to provide comprehensive support the development of education sector in Kyrgyzstan.

The first EU support to reform in education sector in the Kyrgyz Republic started in 2013 and lasted till end of 2015 with a 20 000 000€ sector budget support programme, of which 3 000 000€ were used for technical assistance and grants. During this period the Ministry of Education and Science improved the performance, transparency and accountability of the public education sector. During the lifetime of the Sector Budget Support Programme, the Ministry of Education and Science achieved 96.66% of the 290 indicators established in the EDS 2020.

CONTEXT

Despite efforts and considerable spending since independence, the Kyrgyz education system has produced mixed results. OBJECTIVES

  • Strengthen the capacities of the national and local authorities to formulate, implement and monitor educational policy, and to ensure sound and effective financial management and resource allocation.
  • Ensure equitable access to high-quality education and training.
  • Ensure greater synergy between the needs of the labour market and the skills and qualifications offered by the general and vocational education and training systems.

RESULTS

  • More equitable access to all levels of education in law and practise, irrespective of gender, social class or region.
  • Improvements in the quality of the education and training provided and access to higher quality curricula and pedagogic materials, better trained teachers, and educational institutions fit for purpose.
  • Management and financing of education sector have been improved to deliver better education and training, being more responsive to the changing needs of the labour market.

Active measures are currently being taken in the education sector to introduce a normative (per capita) financing principle that would allow to improve efficiency of use of financial resources and contribute to improvement of the education quality in general. These reforms have to be completed.
