Consular protection is the help an EU Member State can provide to its citizens in case they need assistance abroad. Typically, consular protection can include cases such as:

• A need for emergency travel documents;
• A serious accident or serious illness;
• Relief and repatriation in case of an emergency;
• Being a victim of crime;
• Arrest or detention;
• Death.

In an emergency, the local authorities are responsible also for foreign nationals staying in the country. In order to get urgent assistance, contact the local rescue authorities (the Police, the fire service, ambulance). In emergency situations, follow the local media and observe the instructions provided by the local authorities.

In Kosovo 17 EU Member States are present in 13 EU Member States Embassies, and 4 Diplomatic Missions (BE, HE, SK, RO).  17 EU Member States have a resident Embassy/ Diplomatic mission/Consulate [AT, BE, BG, DE,  HE, HR, CZ, FI, FR, HU, IT, NL, LU, SI, SE, SK, RO] while 10 EU Member States [ CY, DK, EE, ES, IE, LV, LT, MT, PL, PT ] do not.

You are an EU citizen in need of consular protection in Kosovo?

• You can contact your resident Embassy/Diplomatic mission/ Consulate for: Austria, Belgium, Bulgaria, Germany, Greece, Croatia, Czech Republic, Finland, France, Hungary, Italy, the Netherlands, Luxembourg, Slovenia, Sweden, Slovakia and Romania. Honorary Consuls are also able to provide consular protection for Austria in Peja and for Bulgaria and Hungary (also representing Poland) in Prizren.
• If your EU Member State has no resident Embassy in Kosovo which is the case for Cyprus, Denmark, Estonia, Spain, Ireland, Latvia, Lithuania, Malta, Poland and Portugal you can turn to another EU Member State for consular protection. If you are from Poland, your consular protection will be provided by Hungary based on specific arrangements between Hungary and Poland in Kosovo.

Indeed, any EU citizen abroad whose own Member State has no local representation is entitled to receive consular protection from the diplomatic or consular authorities of any other EU Member State. In that case, EU citizens are entitled to benefit from consular protection under the same conditions as the nationals of that other EU Member State.

Please note that the EU Office in Kosovo cannot provide direct consular assistance.

As an EU citizen, you can take simple steps to make consular protection more effective, for example:

• Following the travel advice issued by your country’s Foreign Ministry.
• When abroad, registering with your Embassy or Consulate and/or through dedicated platforms, if applicable.
• Other tips include keeping an electronic copy of your travel documents, subscribing to a travel insurance or saving crisis contact details.
