The EU and the Government of Mexico address the role of energy efficiency in complying with national climate objectives

In the framework of the program "Strategic Partnerships for the Implementation of the Paris Agreement" (SPIPA), the Delegation of the European Union in Mexico, the Ministry of Environment and Natural Resources (SEMARNAT) and the National Commission for the Efficient Use of Energy (CONUEE) organized an event aimed at identifying possible areas of cooperation to support the integration of energy efficiency measures as part of the enhancement of the level of ambition of nationally determined contributions (NDC) under the Paris Agreement on climate change. The meeting also had the participation of the Ministry of Foreign Affairs (SRE), representatives of the industry (Business Coordinating Council), the European Commission and the embassies of the member States of the European Union, as well as the European cooperation and development agencies in Mexico.

The European Union (EU) has previously supported the drafting of the “Proposal of Instruments to Facilitate Energy Efficiency Measures in the Industrial Sector of Mexico” as part of the Energy Efficiency Roadmap defined by CONUEE and which was delivered to the Industry representatives for consideration. Several measures identified in this document showed that, if there are instruments to implement them, they could lead to energy savings of 8.2% of consumption compared to the business as usual (BAU) scenario by 2030, while greenhouse gas (GHG) emissions would be reduced by 8.5% compared to total industry emissions by 2030 in the BAU scenario.

Taking into account this basis, future cooperation actions in this area between the EU and the Government of Mexico will seek to contribute to the strengthening of the level of ambition of the NDCs that Mexico will present next year under the Paris Agreement.

By fostering exchanges and collaboration among national and sub-national administrations, business communities, academia and civil society stakeholders, the SPIPA programme encourages and assists EU and non-European major economies in making their best efforts towards the goals of the Paris Agreement, harnessing international economic and political relations to move more quickly together towards its full implementation. SPIPA builds on existing European climate policy dialogues and cooperation with Argentina, Australia, Brazil, Canada, China, Mexico, India, Indonesia, Iran, Japan, Russia, South Africa, South Korea, Saudi Arabia, and USA. 

Specifically, the SPIPA programme aims to:   

  • Facilitate exchanges on climate policy options and good practices between the EU and non-European major economies with a view to enabling policy changes. Upstream policy dialogues can relate to policy instruments for climate change mitigation (Paris Agreement, Article 4.2), the elaboration of climate strategies (Paris Agreement, Article 4.9, 4.11 and 4.19), setting up climate transparency systems (Paris Agreement, Article 13.7), and adaptation measures (Paris Agreement, Article 7.9); 
  • Advance bilateral trade, investment and innovation in pursuit of the goals of the Paris Agreement and of nationally determined contributions;  
  • Contribute to improving public awareness, including in the business community, of challenges and opportunities associated with the implementation of the Paris Agreement.
