We are:

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports her tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in her capacity as Vice President of the Commission with regard to her responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The Division BA.SI.3 is responsible for the protection and registration of EUCI within all EEAS entities and during the transfer to Member States, other EU institutions, International Organisations, agencies and missions by the provision of classified communication and information systems (CCIS), along with the infrastructure, organisation, personnel and information resources required to develop, maintain and operate them.

We propose:

The position of contract agent FG III, Crypto Custodian, supervising and assisting in the correct administration and management of encryption assets within the EEAS. Under the direction of the Crypto team leader, the person will be called to:

  • manage and account for EU crypto material and especially ensure the management of EEAS Secure Voice infrastructure, set up and its distribution to clients
  • ensure the second line helpdesk and support for EEAS Secure Voice Devices
  • ensure transfer from and to EU partners
  • ensure that appropriate procedures are enforced and channels established for accounting, secure handling, storage and distribution of EU crypto material
  • ensure the second line helpdesk and support for cryptography
  • draft the documentation and perform the training in the cryptography field
  • promote the use of cryptography Eligibility criteria:

Candidates for this contract agent III post should:

  1. have passed an EPSO CAST valid for this position; or
  2. be registered in the EPSO Permanent CAST in FG III en?keyword=&contract=37&grade=All&institution=101&location=

All Candidates must meet the minimum qualifications for engagement as contract agent FG III:

  • (i) Have a level of post-secondary education attested by a diploma; or
  • (ii) a level of secondary education attested by a diploma giving access to post-secondary education, and appropriate professional experience of at least three years; or
  • (iii) in exceptional circumstances and where justified in the interest of the service, professional training or professional experience of an equivalent level (related to the nature of the tasks and qualifications indicated in the Job Description).
  • Be a national of one of the Member States of the European Union and enjoy full rights as a citizen.
  • Have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.


Candidates should have:

  • A sound background and experience on IT systems and networks, and on IT security;
  • An established track record in crypto management;
  • Professional collaboration skills; a friendly, accommodating and solution oriented attitude, whilst functioning within the limits of strict security policies;
  • Strong drafting and communication skills;
  • The ability to work autonomously and precise, and to deliver results in a timely manner;
  • Knowledge of English and French.


  • Knowledge or experience with EEAS Secure Voice infrastructure,
  • a valid Personnel Security Clearance (PSC) at the level of SECRET UE, would be considered strong assets.



The successful candidates will be required to undergo security vetting if they do not already hold security clearance to an appropriate level (EU SECRET), in accordance with the relevant security provisions.


Contract agent position (Function group III); renewable contract for a maximum duration of 6 years (with a valid CAST exam). The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post. The preselected candidates will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.

Starting date : 01 October 2019
