Background

The training is organized by the Project “Support on Implementing 3rd Energy Package with focus on Energy Efficiency and Renewables” (www.greener-kosovo.eu) funded by the European Union and managed by the EU Office in Kosovo. The Project overall objective is to support sustainable development of the energy sector in line with the National Strategy and Energy Community Treaty obligations.

Specifically, the aim of the training is to develop capacity for assessing energy performance in buildings according to recently adopted regulations by the Ministry of Environment and Spatial Planning (https://mmph.rks-gov.net/sq/Aktet-nenligjore).

Objectives

Preparation of EPC is mandatory for all new buildings, and for the existing public buildings undergoing renovation. The Kosovo Energy Efficiency Fund (KEEF) has been established by the new EE Law adopted by the Parliament in November 2018, and EPCs will be a part of required documents for application for financing.

It is therefore essential to develop capacity of assessors by training them for preparation of EPCs by using approved iSBEMxk software. The objective is to train and examine up to 30 experts during a 10 days training course consisting of two parts of 5-days each. Passing the exam on using the iSBEM is a prerequisite for certification as an energy assessor for energy performance of buildings.

Timing

It is anticipated that the first part of the training course (5 days) will take place during June 2019, and the second part (5 days) by mid July 2019.

Qualifications

The following are the key qualifications required for the candidates who wish to apply for this training:

  • A minimum of a B.Sc. degree in a building related discipline or science/engineering such as: architecture, civil construction, machinery and electrical engineering;

  • Knowledge and experience of energy auditing of buildings is an advantage;
