Scope of the Position:


The Political Officer will specialise and provide technical expertise on human rights in Kosovo. He/she will contribute to develop and implement the EU strategies on human rights, under the coordination of the Gender (and human rights) adviser, and will work inter alia on the promotion and protection of fundamental freedoms in Kosovo, including freedom of expression and of the press. He/she will support the Gender adviser in areas under his/her remit, including human rights issues in general and transitional justice.


The Political Officer will work as part of the political section, in close cooperation with the EUSR advisers in charge of the Community and minority issues, as well as with all other relevant sections of EU Representations in Kosovo, including the EU Office cooperation section. In this context, he/she will contribute to ensure coherence of the overall EU policy and the EU financial support in the area of human rights.


Finally, he/she will focus on assisting on the implementation of the legal framework in relation to human rights and assisting to develop capacities of national human rights institutions (including anti-discrimination and transitional justice).




Duties and Responsibilities:


  • To contribute to a sound, coherent and consistent advice on human rights.
  • To follow up the implementation of Kosovo human rights legislation and policies, in particular in the policy areas mentioned above.
  • He/she will support the Gender adviser in the areas of his/her remit, as required.
  • To develop and maintain contacts with relevant national stakeholders on human rights and gender issues, including Kosovo Ombudsperson, Kosovo Agency for Gender Equality, Kosovo Assembly, Kosovo Ministry for Human Rights and Communities, Office of Good governance of the Prime Minister, other ministries and national institutions and Civil society organisations.
  • To develop and maintain contacts with relevant international stakeholders on human right issues, including UN Women, KFOR, OSCE and UNMIK.
  • To provide inputs into relevant EU reports in coordination with other relevant sections, as well as report regularly on the human right situation in Kosovo.
  • To advise on and provide regular trainings to staff on issues of human rights.
  • To undertake any other related tasks as appropriate.




Qualifications and Experience:



  • Advanced University Degree in Political Sciences, International Relations, Law, Human Rights, Social Sciences or any related field;
  • A minimum of 5 years working experience in analytical and/or policy implementation position in a national or international context in the issues international protection of human rights, anti-discrimination and other legal/ human rights related issue;
  • Sound knowledge of the EU Institutions and European policies, particularly related to Human Rights and gender as well as EU Enlargement.
  • Thorough understanding of the political-security situation in Kosovo and familiarity with its principal international actors;
  • Very good reporting skills;
  • Excellent interpersonal and communications skills, familiarity with diplomatic protocol;
  • Proven ability to produce imaginative and workable solutions to complex problems;
  • High proficiency in spoken and written English. Fluent in Serbian and Albanian.
  • Excellent analytical abilities.
  • Valid driving license category “B”and ability to drive EUSR official vehicles including 4X4 drive vehicles.
