The European Union in Kosovo – what it does, what it hopes to achieve and the staff.

The EU assists Kosovo in realising its European agenda, including through a strengthened presence in Kosovo. The relations between Kosovo and the EU are based on the Stabilisation and Association Agreement, in force since 2016.

The European Union Office in Kosovo (EUOK) is part of the network of more than 130 EU Delegations across the world and their role is primarily to present, explain and implement EU policy; and to analyse and report on the policies and developments in the partners to which they are accredited. The EU Office plays a key role in the implementation of the EU's substantial financial assistance to Kosovo.

The EU Special Representative (EUSR) offers advice and support to the Government of Kosovo in the political process; provides overall coordination for the EU presences in Kosovo; and contributes to the development and consolidation of respect for human rights and fundamental freedoms in Kosovo. The EUSR Office works under the authority of the High Representative of the Union for Foreign Affairs and Security Policy.

You will learn more about the history of the European Union, and about Kosovo’s European perspective strengthened through the Stabilisation and Association Agreement between the EU and Kosovo, in force since 2016.

The EU in Kosovo is the gateway to represent all the European Union institutions. One of our main tasks in this respect is to meet an increasing demand for information. I hope that our website will help people better understand the European Union, and provide a basis for open discussion on issues related to bilateral co-operation with the EU. Our website provides access to information on key documents regarding the relations between the EU and Kosovo and its progress on the European path.

The financial instruments in support of this effort make the EU the biggest investor, trade partner and donor in Kosovo. With a generous contribution of its taxpayers, the EU puts almost 100 million euro a year at the disposal of Kosovo to make the sustainable economic development a reality. In total, this support has amounted to 2.5 billion euro since 1999.

Tomáš Szunyog

Head of EU Office in Kosovo/EU Special Representative             



Ambassador Szunyog is a Czech diplomat, with a long experience with EU affairs and service in South East Europe.

Ambassador Szunyog previously served as Permanent Representative of the Czech Republic to the EU Political and Security Committee. Prior to that, he was Director of the Security Policy Department and South East European Department in the Ministry of Foreign Affairs of the Czech Republic. He was also Ambassador of the Czech Republic to Bosnia and Herzegovina, and to Slovenia.

Ambassador Szunyog graduated in International Relations in 1990 and joined the Czech Ministry of Foreign Affairs in 1992. 

Ambassador Szunyog is married and has two children. He speaks English, Russian, French, Slovenian and Bosnian.

Ambassador Szunyog took up the post of Head of the EU Office in Kosovo/EU Special Representative on 1 September 2020.
