About the EU Office in Kosovo /EUSR

About us - structure and organisation

The EU Delegation to Kosovo — what it does, what it hopes to achieve and its staff.

The EU continues to assist Kosovo in realising its EU agenda, including through a strengthened presence in Kosovo.

The European Union Office in Kosovo is part of the network of more than 130 EU Delegations that exist in countries and international organisations and their role is primarily to:

present, explain and implement EU policy

analyse and report on the policies and developments in the countries/institutions to which they are accredited

The EU Office also plays a key role in the implementation of the EU's substantial financial assistance to Kosovo. 

The EUSR offers advice and support to the Government of Kosovo in the political process; provides overall coordination for the EU presences in Kosovo; and contributes to the development and consolidation of respect for human rights and fundamental freedoms in Kosovo. 

The Office works under the authority of the High Representative of the Union for Foreign Affairs and Security Policy.

The institutions of the EU are undergoing great changes; the EU Office in Kosovo is the gateway to represent all the European Union institutions.

Interest in the European Union is constantly growing. One of our main tasks in this respect is to meet this increasing demand for information. I hope that our site will not only help people to better understand the European Union today, but that it will also provide a basis for open discussion of the issues related to bilateral co-operation with the EU and the process of European Integration.

Our web site will provide you easy access to information and all key documents regarding the relations between EU and Kosovo and its progress on the road towards EU integration, as well as provide useful information on the EU's financial instruments in support of this effort.

Nataliya Apostolova 
Head of EU Office in Kosovo/EU Special Representative in Kosovo


Nataliya Apostolova is a Bulgarian diplomat who has served both in her national diplomatic administration and in the European External Action Service for over 25 years. Most recently, she was the Ambassador and the Head of the EU Delegation in Tripoli, Libya.

Prior to that, Ms. Apostolova held a post in Cairo, Egypt, as Deputy Head of the EU Delegation. She served in high-level positions in the Bulgarian state administration, including leading the EU accession negotiations for Bulgaria in three main chapters: transport, energy and Trans-European networks. She was posted as a Bulgarian diplomat in the Permanent Representation of Bulgaria to the World Trade Organisation in Geneva and in the Permanent Representation of Bulgaria to the EU. Her career in the European Commission, at the Directorate General for Enlargement, was closely associated with the Western Balkan region.

Ms. Apostolova is a law graduate, she has one daughter.
