During 1991-2014, to support Kazakhstan directly, the EU funded more than 350 projects for the total amount of EUR 180 million, which have been allocated to policy advice and technical assistance to various Ministries, Agencies and Committees of the Government of Kazakhstan (e.g. Ministry of Health, Ministry of Justice, Ministry of Environmental Protection, Ministry of Education, Agency for Public Administration and others). Following its graduation as a middle income country, Kazakhstan has not received any new bilateral assistance from the EU since 2014.
Nevertheless, all the ongoing bilateral assistance projects funded under the 2007-2013 Financing Instrument for Development Cooperation (DCI) continue to assist the country in its reforms of the judiciary and the transition to a green economy model and, therefore, actively contribute to the implementation of the 100 Concrete Steps National Plan.
Kazakhstan also participates in the DCI regional programmes for Central Asia in the areas of sustainable regional development, integrated border management, fight against drugs and crime, and regional security – rule of law.
Under the European Instrument for Democracy and Human Rights (EIDHR) and the Non-State Actors – Local Authorities (NSA-LA) Programme of DCI, Non-Governmental Organisations (NGOs) from Kazakhstan, on a standalone basis or in partnership with EU or international organisations, contribute to improving living conditions, promoting democracy and human rights, as well as participation of civil society in the policy dialogue at national and local levels.

EU-Turkmenistan Bilateral Cooperation
The EU Delegation to Kazakhstan is responsible for the management of EU funded programmes in Turkmenistan, covering Public Finance Management, Reform of the Public Administration, support to the Education Sector and Agri-food processing and marketing.
