Delegations were led by Cuban Deputy Foreign Minister Abelardo Moreno and EEAS Managing Director for the Americas Christian Leffler. The Cuban negotiating team included representatives of the Cuban Ministry of Foreign Affairs and the Ministry of Foreign Trade and Investment, which also follows development co-operation. On the EU side, representatives of the EEAS, the Commission's DG DEVCO and the EU Delegation to Cuba participated in the talks.
All three main chapters of the PDCA were discussed - political dialogue, cooperation and policy dialogue as well as trade. The discussions took place in a constructive atmosphere reflecting the commitment of both sides to continue deepening their relations and to progress swiftly towards conclusion of the Agreement. The discussions allowed deepening the mutual understanding on both sides, facilitating further convergence of positions at the next meeting. The EU and Cuba also identified elements of divergence, which will require additional technical work before the next session. It was agreed to hold a next round of negotiations in Brussels towards the end of the month of November.
