About the EU Delegation to Kazakhstan

What we do

The EU Delegation to the Republic of Kazakhstan was opened in 1994. The office, based in Almaty, was the first EU Delegation to Central Asia.

In 2007, the office of the EU Delegation to Kazakhstan was transferred to Nur-Sultan, the country’s new capital. The Almaty office closed on 1 November 2010 and all relevant staff positions were transferred to Nur-Sultan.

The Delegation’s role is to:

Represent EU interests in Kazakhstan;
Coordinate with the embassies of EU countries;
Develop relations in areas such as political cooperation, the economy, trade and external assistance – especially through implementation of the EU-Kazakhstan Enhanced Partnership and Cooperation Agreement;
Follow-up EU policies in all sectors, particularly via the EU-Central Asia: Strategy for a New Partnership;
Promote and defend the values and interests of the EU;
Maintain and increase awareness and understanding of the EU.

This website offers a quick access to all EU news and information about the EU institutions and policies, and it also covers all developments in the EU-Kazakhstan bilateral relations, as well as our Delegation's role and activities.

The EU now has an enhanced role on the world stage, especially after the entry into force of the Lisbon Treaty in December 2009 and the establishment of the European External Action Service. These changes enable us to speak with one voice, to better cooperate with our global partners in order to address the challenges in the world we live in.

Kazakhstan and the European Union started their close partnership since the country's independence. On 2 February 1993 the parties signed an agreement that established official diplomatic relations between the EU and Kazakhstan. That was the beginning of a regular political dialogue. Ever since that day our cooperation is expanding and deepening in areas as trade, economy, energy, transport and environment among many others. It is remarkable achievement that today the European Union is Kazakhstan's biggest foreign investor and trading partner. The EU is also investing into projects for youth, in the fields of education, scientific research, and civil society development.

The Enhanced Partnership and Cooperation Agreement (EPCA) signed on 21 December 2015 in Nur-Sultan is the main document framing the EU’s relations with Kazakhstan. The EPCA is in provisional implementation since 1 May 2016 and provides significant boost to economic and political ties between the EU and Kazakhstan and also enhance concrete cooperation in 29 key policy areas, including in the sectors of economic and financial cooperation, energy, transport, environment and climate change, employment and social affairs, culture, education and research.
