EU and Jordan Inaugurate New Correctional Training Institute to Strengthen Rehabilitation Efforts

Amman, 11 May 2025 – The European Union, in close partnership with the Public Security Directorate (PSD), officially inaugurated the Correction and Rehabilitation Centers Training and Development Institute today in Muqablain. The institute was established with EU financial support under the Budget Support Program “Support to the Rule of Law in Jordan”.

The new training facility marks a major step forward in strengthening institutional capacities and professional development within Jordan’s correctional system. Building on the PSD’s correctional and rehabilitation efforts, the new facility will serve as a dedicated hub for training correctional officers, focusing on modern rehabilitation approaches and human rights-based practices.
Speaking at the ceremony, H.E. the EU Ambassador to the Hashemite Kingdom of Jordan, Pierre-Christophe Chatzisavas, stressed that “the establishment of this Center reflects the PSD’s commitment to viewing incarceration not as a punishment, but as a way to rehabilitate and reintegrate inmates into society. This philosophy aligns with the EU core values of human rights, dignity, and the rule of law. By providing inmates with the tools for personal growth—through education, vocational training, and psychological support—we want to empower them to rebuild their lives.”
This Center will also constitute a venue for the training of rule of law and correction officers, equipping them with the required skills, knowledge, practical training and emotional intelligence to manage the complexities of modern correctional systems.
In his speech, Major General Obaidallah Maaytah, Director of the Public Security Directorate, expressed appreciation for the long-standing partnership in advancing security and institutional reform. He emphasized that the staff of the Correction and Rehabilitation Centers are both the drivers and the beneficiaries of the reform process. The newly inaugurated training institute, he noted, reflects a commitment to enhancing the professionalism of personnel working in correctional facilities in line with international correctional standards and human rights.
The inauguration included a symbolic unveiling of a commemorative plaque and a tour of the facility, where guests also viewed an exhibition of products made by inmates participating in PSD’s vocational rehabilitation programs implemented in collaboration with the Deutsche Gesellschft fuer Internationale Zusammenarbeit (GIZ) GmbH.
This event is part of a series of inaugurations taking place throughout May 2025, celebrating the EU’s ongoing contribution to strengthening the rule of law and access to justice in Jordan.
