We are

The European Union (EU) is an economic and political partnership among 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

 

The EU Delegation to The Hashemite Kingdom of Jordan is seeking to recruit an International Aid / Cooperation Officer - in the field of Public Administration Reforms in the framework of EU-Jordan, overseeing related programs and projects within the Economic and Trade Section of the Delegation under this job function the successful candidate will have the following tasks:

 

+ Functions and duties will include:

 

 

+ Policy Analysis

 

  • Develop and maintain a consistent view on priorities in the fields of public administration and institutional reforms in Jordan.

  • Contribute to the implementation of bilateral agreements and sectoral agreements and the European Neighborhood Policy.

  • Contribute to sectoral policy dialogue with the concerned national authorities and donors

  • Report on the relevant parts of the implementation of the European Neighborhood Policy

    Partnership priorities.

  • Coordination within the Delegation and with the Programme Administration Office (PAO) of the Support to Action Plan /Partnership Priorities Implementation (SAPP & SIPP) programs.

  • Twinning coordinator, operational resource person and the Delegation twinning contact point

  • Harmonization of operational information flows and communication about planning and

       Implementation of SAPP.

  • Maintaining overview and approval function of the EU Technical Assistance and Information Exchange instrument (TAIEX) support to Jordan.

  • Ensure horizontal coordination of key annual processes for the section.

  • Support policy dialogue with all relevant ministries, agencies, donors and other relevant

    Stake holders in all areas of concern.

  • Contribute to sector analysis and to the definition of strategies for the European Union, e.g:

    Single Support Framework.

 

+ Programme /Project/Process Management: Proiect cycle management

 

  • To contribute to programming, identification and appraisal in close cooperation with the

    beneficiary institution(s) in Jordan, if and when such programs are decided in the

    programming process.

  • To contribute to all aspects of the procurement process (drafting TORs, launching tenders,

    calls for proposals, evaluations, selections or projects etc.).

  • To monitor ongoing projects, to attend management and monitoring meetings, to elaborate

    progress reports on projects and propose action if and when needed.

  • Ensure the follow-up of the implementation of projects and the performance of project

    partners, monitor contractual obligations (via periodic reviews, audits, reporting etc.) and

    handle external expertise.

  • To contribute to the evaluation of projects.

  • To give the "operational visa" on any document where required.

 

+ Representation, Negotiation, Participation:

 

  • Maintain good and effective contacts with the local operators in the field, with the national

    authorities and institutions, with representatives of the diplomatic missions of the Member

    States, with representatives of the principal international donors, with NGOs and other local

    non-official actors.

  • Prepare and assist in missions from Headquarters.

  • Ensure that the results of projects are disseminated and outcomes presented at workshops,

    seminars, conferences or other public events.

 

+ External Communication: Communication relating to IFS programmes and projects

 

  • Extract and disseminate best practices and facilitate exchange of experiences;

  • Contribute to the production of publications/information material;

  • Produce and disseminate, as appropriate and at the request of the Head of Delegation, the results of projects at workshops, seminars and other public events.

 

Formal Education

+ University level education of a duration of at least 3 years: essential

 

  • Formal education which corresponds to completed university studies of a least three years' duration attested by a diploma, preferably including subjects in one or more of the following domains: political sciences/international relations/economics;

  • < > Project management theory and practice. Understanding of EU structures and procedures.

    Excellent command of English and Arabic is a must, knoweldge of French would be an asset.

     

    Communication skills:

     

  • Ability to communicate in meetings: Very good

  • Ability to understand and be understood: Very good

  • Capacity to communicate technical or specialised information: Very good

  • Capacity to present issues to an audience: Very good

  • Ability to chair meetings: Good

  • Drafting skills: Excellent

    Other:

  • Professional experience in the management of external aid actions, working with/through Public Administrations and other actors/donors.

  • Management of Grant, Service and Supply Contracts.

  • Working knowledge of the procedures for the implementation of the general budget of the European Union.

  • Excellent knowledge of computer applications: Excel and Word.

  • Ability to work in a team and in a multi-cultural environment and to handle issues of a sensitive political nature.

  • Competence in monitoring, evaluation and other quality control and assessment techniques.

     

     

    Personal qualities:

     

    - Flexibility, accuracy, resistance to stress, committed to deadlines.

     

     

     

    The working hours will be 37.5 hours per week from Sunday to Thursday. The place of employment is Amman and the post is group I.
