The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.


The EU Delegation to the West Bank and Gaza Strip ("the Delegation"): The basis of the EU's work is its long-standing commitment to the vision of an independent and sovereign state of Palestine living side by side with Israel in peace and security. The EU works closely with the Palestinian Authority (PA) to build viable institutions that are essential to run a democratic state. The bottom-up process of building the institutions of the future Palestinian state is complemented by political work. The EU – with the UN, the US and Russia – is a member of the so-called Quartet which mediates between the two parties in an effort to advance the two-state solution.


We offer a post of Driver. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Driver – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as Driver under the supervision and responsibility of the Head of Administration section. 


The working hours are Mondays to Thursdays from 8:30 to 17:00 and Fridays 8:30 to 14:00 with a compulsory 30 minutes minimum lunch break. The Driver will be requested to work hours outside these normal hours during evenings, weekends and official holidays. These additional hours will be paid according to the overtime rules. The place of employment is 5, George Adam Street, Jerusalem. This is a group 5 post.

Functions and Duties:

  • For one week a month the driver will drive the Head of Representation for all his duty travel.
  • For the other weeks the driver will drive the other staff members or visitor as per the schedule set by the Assistant Administrator – Logistics
  • Drive armoured and standard vehicles
  • Maintain the vehicles – the driver should inform the  Administrative Assistant/ Logistics of any faults discerned in the vehicles, make minor repairs if possible
  • Take the vehicles to the garage for servicing and repair
  • Take the vehicles to the car wash so as to maintain them in a spotless condition
  • Ensure that the vehicles are full of fuel and ready to drive
  • Ensure that the log book of the vehicle is correctly filled in at all times
  • In the weeks not driving the HoD, the driver will carry out tasks and errands for the Administration as and when required. These will include delivering mail, paying bills, collecting cash from the Bank
  • To be able to ensure the work of the drivers' coordinator when absent
  • Other activities in the interest of the service


Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Has a satisfactory knowledge of English and Arabic;
  4. Secondary School Education
  5. Driving licence to drive an armoured vehicle
  6. Five years' previous experience as a driver (including armoured vehicle) preferably for a Governmental or International Organisation is required. 
  7. Clean Driving licence (Israel and the West Bank.
  8. Local area –roads and customs
  9. Specialist driving skills i.e. armoured cars, defensive driving
  10. To be able to drive long distance
  11. To be able to change a wheel of an armoured vehicle
  12. Ability to use Microsoft Office namely Outlook to receive and send e-mails. Ability to use applications such as the Drivers application to receive the tasks assigned as well as other work related applications to enter missions etc.
  13. Organised. Ability to work within a team. Interest in the work of the Representation. Ability to listen, take instruction, Patience, Discretion
  14. Excellent personal presentation


The following will be considered an asset:

  1. Knowledge of car mechanics would be useful
  2. Hebrew and French an advantage

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which will include a written test and a driving test by the selected candidates and concluded by interviews with the shortlisted candidates.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
