We are

The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Yemen represents the European Union in Yemen and, as a diplomatic mission, works closely with the Member State Embassies and Missions represented in Yemen.

The Delegation to Yemen is temporarily and officially located in Amman under the EU Delegation to Jordan as its Sub-Office. Due to security constraints, all staff is operating in Amman under the supervision of the Head of to Delegation Yemen.

The post of Budget/Accounting Assistant (AL-2) is for a fixed-term contract of 2 years.

On this post, the successful candidate will be attributed tasks depending on the needs of the Finance, Contracts & Audit Section Yemen/Iraq in close coordination with the Head of Section.

Upon recruitment, the successful candidate will occupy the specific job function as Budget and Accounting Assistant in the domain of EU External Cooperation and Development, more specifically in the Finance, Contracts and Audit Section – the tasks attributed to this function may be changed in accordance with the changing needs of the service.

The successful candidate will, under the direct supervision of the Head of Section, assist with launching tendering procedures or call for proposals, the creation of contracts and payments related to the implementation of the external aid programmes of the EU in Yemen and Iraq.

 

 

Main Tasks

  • Under supervision by the Head of Section assist in ensuring contractual and financial management of projects and programmes are carried out in line with rules and procedures
  • Assist the Head of Section in coordinating the section's activities
  • Check tender procedures and call for proposals
  • Initiate and prepare legal and financial commitments
  • Initiate and monitor accounting processes (payments; recovery orders)
  • Liaise with internal and external partners
  • Report on financial status of EU aid programmes
  • Assist with audits and evaluations of programmes

The successful candidate will be working in the Sub-Office Yemen of the EU Delegation to Jordan, located in Amman.

The working hours are 37.5 per week (from Sunday to Thursday).

We are looking for

 

The EU Delegation to Yemen is looking for an energetic person who is able to handle several strands of work in parallel in a high pressure environment. An ability to work well with others is vital.

 

Previous experience working on international development or cooperation projects with NGO's, international organisations,  UN agencies or International Development Agencies (e.g. EU; USAID; DFID; GIZ and similar) will be considered an asset.

Knowledge about Yemen would be highly appreciated.

Job requirements

 

Education and Training

  • Higher Education, accounting, financial/audit or similar
  • A university degree in accounting would be an asset
     

Experience

  • 3-years' experience in the field of budget and accounting or similar
  • Previous experience in the areas of development cooperation will be considered an advantage
  • Previous experience with audits or evaluation of projects is an asset

 

 

Knowledge

  1. Specialist knowledge (know what)

Accounting, Finance/audit, budgeting, contracts/grants procedures.
 

 

  1. Technical knowledge (know how)

Computer literate and knowledge of commonly used programs such as Word, Excel, PowerPoint and other MS Office programs

Experienced in working with retrieval of data from internal databases
 


Skills

  1. Linguistic skills

Excellent command of English, which is the working language of the delegation (both written and spoken), good knowledge of Arabic (speaking/reading) is considered an asset and so is a working knowledge of French (reading/speaking) is considered an asset
 

  1. Communication skills

Excellent oral and written communications skills with external and internal contacts.
 

  1. Interpersonal skills

Good sense of initiative and able to work independently and in a team.

Inquisitive mind with an appetite for learning to use new tools and procedures

Ability to work in a multicultural environment.

Ability to seek information at all levels in a multicultural and multilingual environment.

Ability to understand (and be understood) and contribute to effective and efficient organization of the Section

Good analytical and problem-solving skills

Job related travel

Must be available to travel and therefore hold a valid passport

The successful candidate may be required to travel for training on an ad-hoc basis

May expect 1-2 duty missions per year to Yemen or Iraq security permitting

 

Personal qualities

Commitment to assure quality; speed and accuracy in performing technical and procedural duties.

Good sense of initiative and able to work independently

 

Please note that candidates must hold a relevant residence permit and be allowed to work in Jordan (e.g. if not currently working in Jordan they must be able to obtain such permit).

After examination of the files, applicants who meet the requirements will be invited to a written test at a venue and date to be decided at a later stage.

Unsuccessful applicants will not be notified at this stage.

Applicants succeeding the written exams will be further invited to an interview at a venue and date to be decided at a later stage.

The Delegation requires the successful candidate to take up his/her appointment shortly after the satisfactory completion of the selection process which is likely to be end of October 2019. The starting date of the contract is expected to be around 1 December 2019.
