We are

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

We are a dynamic and friendly Division of 15 people responsible for the management of the relations with Maghreb (Morocco, Algeria, Tunisia and Libya) as well as matters relating to regional cooperation within the Maghreb and under the Union for the Mediterranean. We monitor political developments in the region, carry out policy analysis and formulate new policy initiatives. We work in strong liaison with the Commission, the Council and the EU Delegations.

We propose

The position of Secretary in the Maghreb Division- contract agent FGII as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS). The candidate retained will work in a team of 2 administrative assistants.

We look for

A dynamic, proactive, flexible and highly motivated colleague with very good organisational and communication skills, with a developed sense of service and an excellent team spirit. He/she will be entrusted with the following main tasks:

  • Providing efficient and reliable secretarial support;
  • Carrying out various administrative tasks such as diary-keeping, filtering telephone calls, filing, ordering supplies, dealing with correspondence;
  • Document management: reception, registration and distribution of incoming and outgoing correspondence;
  • Manage functional mailboxes;
  • Support the organisation of missions of staff of the division;
  • Support the organisation of meetings (logistic and reception of visitors);
  • Ensure the preparation of briefing files, reports, speeches, etc;
  • Following and dispatching the Division's input to Inter-service consultations and parliamentary questions;
  • Facilitate internal communication within the division, with other divisions and with external partners;
  • Liaising with the four delegations of the Maghreb region as well as with other inter-institutional interlocutors.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS). 2

The successful candidate will be offered a contract agent position (Function group II); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

Eligibility criteria

Candidates for this contract agent II post should:

  • (i) have passed a valid EPSO CAST in a valid FG for this post


  • (ii) be registered in the EPSO Permanent CAST in a valid FG for this post
  • have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.
  • be a national of one of the member States of the European Union and enjoy full rights as a citizen.


  • have proven, pertinent experience in secretarial tasks;
  • have high motivation, resilience, flexibility, good interpersonal skills and willingness to work in good team spirit;
  • have excellent organisation capacity, strong sense of initiative, ability to communicate clearly, capacity to perform with accuracy and in a flexible manner a diversity of tasks, ability to work under strict deadlines;
  • have sound computer skills and good knowledge of IT tools used in the EU Institutions and standard administrative procedures;
  • have an excellent ability to maintain good relations and to ensure communication in a complex, multicultural environment;
  • have an excellent capacity to create constructive working relations within the team and with the external interlocutors;
  • have good drafting, communication and organisational skills combined with sound judgement and capacity to perform multiple tasks and adjust to changing priorities;
  • have excellent ability to establish and maintain a network of contacts inside and outside the EEAS (counterparts in the Delegation, Embassies and other Institutions);
  • have experience of preparation of high level missions and meetings;
  • have very good knowledge of spoken and written English and French;


  • experience of working in EU Institutions, EU Delegations or Embassies;
  • experience of working in a team in multi-disciplinary and multi-cultural environment;

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post. Please note that only shortlisted candidates will be informed about the outcome of the pre-selection phase.

The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Authorised to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
