We are

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The EEAS Digital Solutions Division contributes to EEAS business process effectiveness and efficiency by implementing Information Communication Technology (ICT) services, tools and infrastructure.

The Division comprises several sectors dealing with budget and administration, ICT infrastructure support, Operations, Security, Network, Development, Delegation Information Systems, etc. It counts 54 statutory posts and subcontracts part of its activities to external contractors (WAN management, Helpdesk & PC Support, IS experts, etc.)

The Information Systems activities are covered presently by 15 officials (4 AD, 8 AST, 4 CA) and more than 100 external intra-muros experts. Projects cover all kinds of administrative business processes (finance, human resources, individual rights, document management, real estate management) and external policies domains (early warning systems, field security assessment, enterprise information management, etc.), and offer also collaboration platforms to end-users based on an Enterprise Social Network, Web Content Management platform and Wiki platform.

We propose

The position of Business Domain Relation Manager - contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

Business Domain Relation Managers act as focal point for any question related to evolution of existing IS and/or requests for new projects recorded in his/her business domain.

The selected candidate will be assigned to the External Policies Business Domain to supervise and monitor developments and achievements in Software Development Projects related to the core Business Domain of the organization.

We look for

  • Assist the Portfolio Management Office (PMO) to define and follow-up an IS strategy to support business short (in year expected evolutions) and medium term needs (2-3 years projects plan);
  • Act as Single Point of Contact (SPOC) and assist PASM Business Domain Steering Committee members to triage/prioritize their new project requests as well as their Change Requests to launch Next Releases of existing IS;
  • Launch Business Cases and Value Assessments of new Project Request to be proposed as potential investments to the ICT Steering Committee;
  • Supervise and monitor closely all External Policies Business Domain projects, and report to business owners and to the PMO about achievements, planning respect/issues, risks and mitigation measures proposed, financial and human resources consumption, etc.;
  • Setup and follow-up project steering committees and supervise as well as coordinate quarterly meetings with business stakeholders;
  • Supervise and monitor the quality of artefacts delivered by Project Managers involved in the External Policies Business Domain project execution.

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS).1

The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

Eligibility criteria

Candidates for this contract agent IV post should:

  • - (i) have passed a valid EPSO CAST in FG IV ;

  • - (ii) be registered in the EPSO Permanent CAST in FG IV
  • have completed university studies of at least three years attested by a diploma;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.


Candidates should:

  • Have an excellent ability to maintain diplomatic relations and to ensure representation, communication in a complex, multicultural environment;
  • Have an excellent capacity to create constructive working relations with national authorities, international organizations and EU Member States;
  • Have a background in the fields of Software Development Projects covering development of medium to complex business multi-tier web Information, in information systems architectures, in project risk management as well as artefacts quality control and audits;
  • Have good knowledge and pertinent professional experience in project management methodologies (i.e. PM², Prince2, etc.), agile Software development Methodologies (RUP, SCRUM, etc.), and Gantt/PERT diagrams practice and software tools;
  • Have experience in software development technologies leading of the market (Java, etc.) as well as good knowledge of service oriented architecture, web services and Enterprise Architecture principles (e.g. TOGAF);
  • Have strong drafting, communication and analytical skills combined with sound judgement;
  • Experience of working in a team in multi-disciplinary and multi-cultural environment.


  • An academic and/or technical background in ICT technologies (or similar);
  • A professional experience and knowledge in the field of Common Security and Defense and/or Common Foreign and Security Policies, Crisis Management and/or Consular Affairs,
  • Knowledge and/or professional experience in Atlassian software development lifecycle tools;
  • Any technical certification in the matters described above, delivered by a market recognized institution and/or instance

would be considered as strong assets.

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate might be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level, in accordance with relevant security provisions.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post. The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment.
