Regional overview

The Northern Dimension (ND) is a joint policy of four equal partners: the European Union, Russian Federation, Norway and Iceland. The ND policy aims at supporting stability, well-being and sustainable development in the region by means of practical cooperation. The Northern Dimension covers a wide range of sectors, such as the environment, nuclear safety, health, energy, transport, logistics, promotion of trade and investment, research, education and culture.

The Northern Dimension operates through four partnerships:  the Northern Dimension Environmental Partnership (NDEP)the Northern Dimension Partnership in Public Health and Social Well-being (NDPHS)the Northern Dimension Partnership on Transport and Logistics (NDPTL) and the Northern Dimension Partnership on Culture (NDPC).

The Northern Dimension Institutethe Northern Dimension Business Council  and the Northern Dimension Parliamentary Forum complement the cooperation and increase awareness of the ND within the wider society.


ND cooperation is based on the principle of co-financing. Over the years, the EU has contributed more than EUR 100 mln to support the ND aims, out of which the biggest share, EUR 84 mln has been allocated to the ND Environmental Partnership's Support Fund, in which the EU and Russia are the major donors. In addition, the EU has supported the other Partnerships' project activities. The EU Member States and other partners, including Russia, have also provided considerable co-funding to the cooperation.

In addition, the EU launched a Call for project proposals in order to address environmental protection and climate change awareness in the Northern Dimension regions through civil society engagement. As a result, four projects totalling EUR 1,14 mln are being implemented. All projects have the objective of strengthening the institutional capacity of Russian environmental NGOs in climate change awareness among the youth, promoting ecological culture of the younger generation and improving local and international collaboration in this field.
