On 15 September 2021, the European Union and the Republic of Iraq held the third Cooperation Committee under the EU-Iraq Partnership and Cooperation Agreement (PCA), in virtual format. The meeting followed the visit to Iraq of EU High Representative/Vice President Josep Borrell to Iraq on 6-8 September, and a constructive year in bilateral EU-Iraq relations with excellent cooperation in a number of areas.
The Cooperation Committee provided an opportunity to take stock on the outcome of the preceding technical PCA Subcommittees, notably the Subcommittee on Human Rights and Democracy held on 8 September 2020, the Subcommittee on Trade and related issues held on 15 December 2020, as well as the Subcommittee on Energy and related issues held on 15 June 2021. Both Delegations expressed their satisfaction about the re-launch of institutional engagement under the PCA and reiterated their commitment to further strengthening this institutional framework for dialogue and cooperation between the EU and the Republic of Iraq. Both sides agreed to work towards a Cooperation Council at Ministerial level as soon as possible.
Mr Carl Hallergard, Deputy Managing Director for Middle East and North Africa at the European External Action Service (EEAS) led the EU Delegation, which included experts from the EEAS as well as the European Commission.
Mr Wissam Waleed Al-Qaisi, Deputy Head of the Europe Department at the Ministry of Foreign Affairs led the Iraqi Delegation, which included experts from several ministries.
The Cooperation Committee benefitted from the assistance of colleagues in the EU Delegation in Baghdad, and the Embassy of the Republic of Iraq in Brussels. Representatives from EU Member States observed the proceedings.
