H.E. Mr Vincent GUÉREND is the Head of Delegation, Ambassador of the European Union (EU) to Indonesia and to Brunei Darussalam. He arrived in Jakarta on 5th September 2015 and presented his letter of credence to His Majesty the Sultan and Yang Di-pertuan of Brunei Darussalam Hassanal Bolkiah on 12 November 2015 and to the President of the Republic of Indonesia H.E. Mr Joko Widodo on 13 November 2015.  He is a French and German national.

Previously, Mr GUÉREND has worked principally on Asia and European Affairs.

He held various positions in French Embassies: Ankara as Deputy Head of Mission (2009-2011), New-Delhi as Political Counsellor (2001-2003) and Bonn as Second Secretary (1995). He advised Commissioner Benita Ferrero-Waldner, European Commissioner for External Relations and European Neighbourhood Policy, as member of Cabinet and then Deputy Head of Cabinet and was in charge of Asia, including in particular Indonesia and ASEAN (2004-2009).

He was the first French Deputy Secretary General for the Franco-German Cooperation following the institution of joint cabinet meetings between France and Germany in 2003 and served in this capacity as a French diplomat seconded to the German government in Berlin in 2003-2004. He contributed to the setting up of the European External Action Service (E.E.A.S.), established in 2011 by the EU Treaty of Lisbon, in the capacity as first Director for Finance and Corporate Support of the E.E.A.S. (2011-2015).

He started his diplomatic career in the Department for European Cooperation at the French Ministry of Foreign Affairs and was desk in charge of internal dossiers (internal market, Monetary Union, EU financial framework 2000-2006). During the French Presidency of the Council in 2000, he was desk for the Inter-governmental conference leading to the EU Treaty of Nice.

Mr GUÉREND is alumnus of the Ecole Nationale d'Administration (E.N.A.), Sciences-Po Paris, the Ecole de management de Lyon and holds a Diplom-Kaufmann from the Wissenschaftliche Hochschule für Unternehmensführung (WHU) Otto Beisheim School of Management. He served one year in the French Army (1994) and left the military with the rank of First Lieutenant.

He was born in 1969, is married to Mrs Emmanuelle ROSSET and they have four children.
