The European External Action Service (EEAS) supports the work of the High Representative in her tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in her capacity as Vice President of the Commission with regard to her responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

WE PROPOSE:

A challenging position as part of the Finance and Contracts Division. This Division is responsible for the support to AOSD on procurement matters and ex-ante verification of procurement files issued by Delegations and Headquarters Divisions and for the ex-ante financial verification of Headquarters transactions. The Division's current mandate could be extended to include additional responsibilities. This may involve a different tasks and resource allocation. 

The successful candidate will report directly to the Head of Division and will mainly:

  • Be the focal point for the preparation/update of templates, standard documents and guides relating to procurement;
  • Be the focal point for matters relating to data protection in procurement and contract management;
  • Analyse the procurement procedures stemming from the operational Divisions and Delegations covering services, supplies and works subject to the Public Procurement Directive;
  • Provide any support or advice in the area of procurement and contract management to the different internal stakeholders within the EEAS;
  • Train EEAS staff on public procurement;
  • Be proactively involved in the activities of the Division.

Selection Criteria:

The candidate shall:

  • have successfully completed at least 3 years of university legal studies covering procurement and/or contract matters;
  • have a strong proven experience in public procurement;
  • have experience in working in a team in multi-disciplinary and multi-cultural environment;
  • have excellent drafting and communication skills both in English and French (C1 and above);
  • have a "client oriented approach" and strong organisational and prioritising skills.

Experience in giving training will be considered as an asset.

Eligibility criteria:

  • Candidates for this contract agent IV post should:
  • meet the minimum qualifications for engagement:
    • have completed university studies of at least three years attested by a diploma;
    • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset.
    • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post.

The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
