The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent European Union foreign policy. It also supports the High Representative in her capacity as Vice President of the Commission with responsibility for the co-ordination of other aspects of the EU’s external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The Infrastructure and Safety Division is responsible for the definition and implementation of the real estate policy of the EEAS, for headquarters and in EU Delegations. It monitors and supports EU Delegations in managing real estate projects; it is responsible for the management of the four buildings that host the EEAS in headquarters; and it manages the corresponding budget lines, service contracts and procurement procedures.
We look for a highly motivated contract agent to occupy the post of architect/engineer specialised in security installations. S/he will be part of a small team providing horizontal technical support to the architects/project managers dealing with Real Estate projects in Delegations. Under the supervision of the Head of Sector for Horizontal technical support, s/he will have to manage the framework contract for “Installation of security systems and maintenance services for security installations for the EU Delegations and office buildings in the world”; in particular, s/he will have to monitor and ensure follow-up to the recommendations made in the context of the framework contract, to ensure that existing security installations are fully operational at all times. S/he will also have to deal with the operational aspects linked to the financial management of that contract, or prepare the technical specifications of any tender in this field. S/he will also assist in dealing with horizontal issues relating to the architectural/engineering/technical aspects of building management, building maintenance and renovation works.
S/he will have to cooperate with other teams in the Division (Architects, Finance & contracts)
S/he may be asked to go on mission on a regular basis, sometimes to difficult countries or at very short notice.
Candidates for this contract agent IV post should:

PLACE OF EMPLOYMENT
PECIFIC CONDITIONS OF EMPLOYMENT:
The successful candidates will be required to undergo security vetting if they do not already hold security clearance to an appropriate level (EU SECRET), in accordance with the relevant security provisions.
Contract agent position (Function group IV) for a duration of 1 year.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post.
The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
Interviews will be scheduled in May 2019.
