“Enhancing the system of prevention and combating money laundering and terrorism financing in the Republic of Moldova”

is seeking to recruit Resident Twinning Advisor (RTA) language assistant

Duration of the Project implementation: total Project duration 36 months, start date: 27th of September 2018, indicative end date 27th of September, 2021.

Work place: is based in Chisinau

Maximum monthly payment: 1.100 EUR

Contract type: fixed term service contract

Duration of the contract: up to 18 months with extension possibility up to 18 months

The RTA language assistant will report directly and will be supervised by the RTA.

RTA language assistant


  • To be the main interpreter and translator for RTA, the project leader and short-term experts (Romanian-English v.v. for translation and Romanian-English/Russian v.v for interpretation);
  • To support RTA and other project experts in their day-to-day activities as the Project translator and interpreter (Romanian-English v.v. for translation and Romanian-English/Russian v.v for interpretation);
  • To translate all the necessary materials related to the coordination and management of the Twinning Project (all documents related to the Twinning Project the translation whereof was not purchased from the project funds);
  • To translate all the documents necessary for events related to project activities;
  • To translate material prepared by experts (proposals, draft legal acts, legal acts, etc.);
  • To interpret at missions, trainings, seminars, meetings of the supervisory committee and other Twinning Project events;
  • Accompanying the RTA or other project experts to the study visits, meetings, workshops and seminars and also on missions and field visits;
  • To interpret in meetings of RTA and short-term experts with representatives of beneficiary institutions;
  • To maintain and develop close relations with employees of project partners and beneficiary institutions participating in project activities and project management;
  • To support RTA Assistant when needed;
  • To perform other duties, for example, to cooperate and work together with RTA and RTA assistant in the implementation of daily project-related activities, to accompany participants in the study visit and to interpret for them.

 Requirements for the RTA language assistant:

  • be of Moldovan nationality or having valid residence and working permits;
  • University degree in English linguistics / philology or similar;
  • The RTA language assistant may not have had any contractual relation with the beneficiary administration, namely the Office for Prevention and Fight against Money Laundering of the Republic of Moldova;
  • Language, Translation or Interpretation Studies, or important (proven) working experience as translator;
  • Excellent command of spoken English, Romanian and Russian and written of English and Romanian;
  • Proven experience in translation and interpretation, with a focus on legal documents;
  • Computer literacy (e.g. Word, Excel, PowerPoint, Internet);
  • Excellent organizational and communication skills.

The following skills will be considered as an asset for RTA assistant:

  • Experience in EU funded projects, especially as RTA language assistant in a former Twinning project;
  • Work experience in international organizations and/or international projects.

The above-mentioned Twinning project is an EU funded joint project between Lithuania, represented by the Financial Crime Investigation Service under the Ministry of the Interior of the Republic of Lithuania (FCIS), Supreme Court of Lithuania and Prosecutor General’s Office of the Republic of Lithuania; Poland, represented by the Ministry of Finance of the Republic of Poland (MoF); Germany, represented by University for Public Administration in Bremen (HfÖV); and Republic of Moldova, represented by the Office for Prevention and Fight against Money Laundering of the Republic of Moldova. The project implementation will last 36 months.

The purpose of the project is to provide support to the strengthening of the system for anti-money laundering in the Republic of Moldova.

The selected person will be a self-employed independent consultant under a Service Contract and will undertake full responsibility for the payment of all taxes and obligations deriving from the legislation in force in the Republic of Moldova, including for those related to medical and social insurance. The RTA Assistant will carry his/her duties and tasks on the base of contract concluded with the Contracting Authority.
