Short-term experts in the EU-funded Project ‘Support to Agricultural and Food Policy Implementation in Ukraine’

The EU-funded Project ‘Support to Agricultural and Food Policy Implementation in Ukraine’ is seeking short-term experts to approximate the legislation of Ukraine to the EU requirements, in particular as regards the adaptation of the following European documents:

  1. 2014/362/EU: Commission Implementing Decision dated of 13 June 2014 amending Decision 2009/109/EC on the organization of a temporary experiment providing for certain derogations for the marketing of seed mixtures intended for use as fodder plants pursuant to Council Directive 66/401/EEC.

  2. Commission Regulation (EC) No 217/2006 of 8 February 2006 laying down rules for the application of Council Directives 66/401/EEC, 66/402/EEC, 2002/54/EC, 2002/55/EC and 2002/57/EC as regards the authorization of Member States to permit temporarily the marketing of seed not satisfying the requirements in respect of the minimum germination.

The requirements for candidates are as follows:

  • Knowledge of the European and Ukrainian legislation in the field of seed, crop growing and plant protection;

  • Knowledge of obligations of Ukraine in seeds and crop growing within the framework of the Association Agreement between Ukraine and the EU;

  • Experience in approximation/adaptation of legislation in the field of seed and gardening material;

  • Higher education, specialization in Biology/Agronomy (experience in the preparation of legal acts), or legal education (experience working with legislation on crop growing, seed production);

  • Previous experience with international technical assistance projects;

  • Fluent Ukrainian (both written and spoken);

  • Knowledge of English will be considered an advantage.

Expected results/anticipated deliverables:

The anticipated deliverables shall be drafts of the Ukrainian analogues of the aforementioned European legal acts. Experts will also be involved in discussions of draft statutory acts developed, with the expert community in cooperation with the Ministry of Agrarian Policy and Food of Ukraine.

Payment terms and conditions

The maximum amount of days and daily rates are discussed individually during the interview with the candidates.

Only those candidates who meet the above requirements and selected in advance will be invited to an interview.
