The Delegation of the European Union to Iceland (EU Delegation) is searching for a property to be leased or purchased, to be used for office purposes.

This property should meet the EU Delegation's requirements, concerning quality of construction, space, security and location.

The purpose of the research is a gross area of 300-400 m² that will be fitted-out by the applicant in accordance with the instructions provided by the EU Delegation.

The property should be situated in central Reykjavik. Its location should be easily accessible and consistent with the needs of representation and visibility of a diplomatic mission. Ground floor will not be accepted. Premises must be accessible for persons with disabilities.

The required office space should be suitable for hosting around 7-10 members of staff either in individual offices or in shared offices and in open space in different combinations. It should also allow for 2 meeting rooms, including a larger multi-purpose meeting room of approximately 40 m² meters as well as archive spaces, storage rooms, server room, kitchenette and lavatories, including one for persons with disability. Sufficient natural light is a pre-requisite for the offices; rooms without windows can only be foreseen for archiving, photocopying, etc. Energy-efficient, "green buildings" will be considered with preference.

The considered surface of around 300-400 m² should also include corridors, entrance hall, reception area, internal staircases. Parking spaces and areas entirely dedicated to technical equipment are not to be included in the overall surface calculation.

Three dedicated parking slots at least should be available in the office building boundary including at least 1 in a heated garage. Free of charge parking spaces for staff and visitors should be readily available in the building proximity.

The office space must be compliant with all Icelandic building standards and regulations, in particular in terms of occupational health & safety, fire prevention and anti-seismic construction codes. Compliance with EU standards or other international standards is a valuable asset. The overall quality of finishes as well as the technical and mechanical equipment facilities should be in line with EU or international standards.

The office space should be available for occupation on 15 October 2018.

Offers may include proposals to rent or sell existing suitable buildings, including if in need of refurbishment.

In case of rental, the building will stay the property of the owner, while the European Union will enter into a long-term agreement assumed to be for 10 to 20 years minimum, with an option to extend and/or even purchase at a further stage.

The submitted proposal should provide:

- Detailed information on rental conditions, including rental price per square meter and per parking space.

- a full description of the building

- spreadsheets of surfaces in square meters

- information on rental and sale conditions, including rental price per square meter.

- floor plans, sections, elevation drawings.
