Thank you, Madam President,

The European Union welcomes the work of the Special Rapporteur and her report presented to this council.

We would like to thank the Special Rapporteur for six years of dedication to promoting a human rights-based approach to preventing and combatting trafficking in persons, especially women and children, and in protecting the rights of victims of trafficking.

In the year of the twentieth anniversary of the adoption of the Palermo protocol, trafficking in persons remains a topic of great concern.

The EU is committed to a victim-centered, gender-specific and child-sensitive approach to addressing trafficking in persons and establishing robust provisions on victims’ protection.

Social protection, assistance and support, as well as access to effective remedies for victims of trafficking, are placed at the core of the EU anti-trafficking legal and policy frameworks.

Madam Special Rapporteur,

We thank you for your report and practical guidance on concrete steps to enhance early support for victims, as well as social inclusion and access to remedies. We agree that the victims’ support, empowerment and long-term social inclusion should be key elements of the anti-trafficking action. We also fully agree with your assessment that the private sector has an important role to play in terms of prevention and remediation.

In light of the COVID-19 crisis, what can and should states do to protect victims of trafficking, who are particularly vulnerable in this context due to difficult living, health and work conditions?
