أشكركم علي دعوتكم للمشاركة في هذا المؤتمر الهام وأود أن أشكر معالي الوزيرة نيفين القباج وزيرة التضامن الاجتماعي وفريق عمل وزارة التضامن علي التعاون المثمر والمفيد مع الاتحاد الأوروبي واتشرف بالمشاركة في الاعلان عن التوصيات الصادرة عن ورشة العمل مع منظمات المجتمع المدني والتي نظمتها وزارة التضامن في شهر يوليو الماضي.

We are currently witnessing important developments in Egypt, those include the release of the Egyptian Human Rights strategy in early September of this year. Very recently, President Al Sisi has decided not to prolong the state of emergency and has referred to the law of civil society organizations as key and important in enhancing and protecting human rights at the political, economic and social levels and the year 2022 has been announced to be the year for civil society. The European Union is following these developments with great interest. We are keen to continue our dialogue with our Egyptian governmental and non-governmental partners and friends in the months and years to come. Egypt and the European Union enjoy a wide and broad ranging cooperation and we believe that civil society is an important partner in our share aim of inclusive and sustainable development. The Civil society is an essential actor in a democratic society.
The EU and the EU Member States have been among all the most active partners with Egypt in the area of development. Our joint efforts are centred on the so-called 5 “Ps” of the UN 2030 agenda for sustainable development (i.e. People, Planet, Prosperity, Peace and Partnership), while focusing on results, transparency and mutual accountability. The EU commitment to the implementation of the SDGs, across all internal and external policies, is at the core of the European Consensus on Development.
Cooperation with CSOs is at the heart of the EU-Egypt Partnership Priorities regulating the overall EU-Egypt cooperation and dialogue.
CSOs consultation carried out by Ministry of Social Solidarity in partnership with the EU occurs on a timely basis as it can feed the programming phase of the next few years ahead on what we call The Global Europe Instrument for Partnership for the region and specially Egypt.
CSOs dialogue will serve as well to promote wider outreach, more effective and efficient distribution of funds resulting thus in a wider impact for the final beneficiaries at the grass root level.
The CSOs consultations are also part of a momentum started already in 2021 with the adoption of the executive regulations of the NGO Law, which was presented in April by H.E. Minister Nivine El Kabbaj.
The consultations with the CSOs in July were also an important building block and will certainly feed the implementation of the CSO Roadmap for Egypt which is currently being prepared.
Work with CSOs is a collective effort which can get a wider outreach via a Team Europe approach involving CSOs at all stages of development programmes identification, programming, implementation, monitoring and evaluation.
The EU Delegation stresses that we will continue to work together with Ministry of Social Solidarity as a key partner for strengthening the engagement of CSOs in all human development sectors and that we look forward to more of such events in the coming years.
