We offer a post of Project Officer in the Cooperation Section under a permanent contract. Under the supervision of the Team Leader of the Infrastructure and Sustainable Development Section, the selected candidate will manage the implementation of cooperation projects with Ghana in the field of natural resources (e.g. forestry, minerals, oil), fisheries, environment, climate change, agriculture and rural development. Manage other projects of horizontal nature, linked to the overall cooperation, as required, and provide support for ad-hoc tasks of other cooperation sections.

The place of employment is Delegation of the European Union to Ghana -The Round House - 81, Cantonments Road, P. O. Box 9505 KIA, Accra, Ghana.

The selected candidate will be recruited at a minimum basic salary of 19,000.00 GHS (step 1 of the salary grid). Final salary will depend on number of years of relevant proven experience. Benefits, such as accommodation allowance, additional pension scheme and medical insurance are offered to employees and their families under certain conditions.

Job objective

Under the supervision of the Team Leader of the Infrastructure and Sustainable Development Section, manage the implementation of cooperation projects with Ghana in the field of natural resources (e.g. forestry, minerals, oil), fisheries, environment, climate change, agriculture and rural development. Manage other projects of horizontal nature, linked to the overall cooperation, as required, and provide support for ad-hoc tasks of other cooperation sections.

Main Tasks

Policy Analysis

- Support policy dialogue with all relevant ministries, agencies, development partners and other relevant stakeholders in all areas of concern.

- Contribute to sector analysis and to the definition of sector strategies for the European Union.

- Maintain contacts with development partners and stakeholders, who are active in the sector of activities.

 

Programme /Project/Process Management

- Contribute to the programming in the areas of concern, including preparation of annual or multi-annual action plans and measures in close cooperation with the beneficiary institutions in Ghana and other stakeholders.

- Contribute to all aspects of the procurement process, including drafting Terms of Reference, launching, managing and monitoring calls for proposals, tenders, evaluation and selection of projects.

- Monitor ongoing projects, attend management and monitoring meetings, elaborate progress reports on projects and propose actions, as necessary.

- Field visits within the country or in the region.

 

Communication

- Observe, monitor and report regularly and in timely fashion to the hierarchy and headquarters on sectoral issues, as well as in response to any specific requests.

- Produce and disseminate the results of projects at workshops, seminars, conferences and other public events.

- Extract and disseminate best practices and facilitate exchange of experiences.

- Contribute to the preparation of briefings, speeches and publications.

- Prepare and assist missions from Headquarters, EU Member States and other development partners.

 

Participation

- Maintain good and effective contacts with the local operators in the field, with the national authorities and institutions, with representatives of other development partners and Civil Society Organisations.

Qualifications

Master’s Degree in the field of natural resources, development cooperation, environment, climate change or other related fields.

 

 

Professional Experience

5 years’ experience in an organisation (ministry, agency, development partner, consultancy firm or CSO), dealing with issues related to natural resources, fisheries, environment, climate change, agriculture and rural development.

 

Knowledge of Development Cooperation Project Cycle Management.

 

 

More than 5 years’ experience.

 

Experience in the management of development projects funded by the European Union.

 

Good knowledge of EU policies and activities in the areas of concern.

 

 

 

Knowledge of languages 

Excellent English (level C2 according to Common European Language Framework)

 

One local language

Practical knowledge of French (level B1)

 

 

Knowledge of IT tools

Advanced knowledge of Microsoft Office Suite
