EUAM RCA: European Union Advisory Mission in the Central African Republic - Civilian Mission

At the request of the Central African Government request, the EU established on 9 December 2019 a civilian advisory mission to assist and support the authorities on a strategic level in the reform of the Central African civilian security sector. The core of the Mission’s mandate is to provide strategic advice to the Central African Ministry of Interior and Public Security and to the Internal Security Forces. The Mission supports the establishment of coherent and accountable security providers, under full national ownership.

 

Background

The Central African Republic suffered from a civil war, which started in 2012. Thousands of civilians have been killed and the number of displaced persons is estimated to be over one million. The Central African Republic is one of the ten poorest countries in the world. The Peace Agreement, signed on 6 February 2019 in Bangui, gives hope for lasting peace.

Like the people in the Central African Republic, the EU wishes to see peace and security in the country. For this to happen, state authority must be extended throughout the country in accordance with rule of law and human rights principles as well as on the basis of a democratically elected Government; the EU Advisory Mission supports this objective.

               

Mission & goals

The core of the Mission’s mandate is to provide strategic advice to the Central African Ministry of Interior and Public Security and to the Internal Security Forces. The Mission supports the establishment of coherent and accountable security providers, under full national ownership.

 The Mission offers strategic advice to:

  • the Ministry of Interior and Public Security, building good governance and management capacities to better equipped the Ministry when designing, implementing, conducting and monitoring its activities;
  • the Internal Security Forces, enhancing their capabilities in their operations and their deployment;
  • government bodies, developing an integrated support to the Internal Security Forces and helping them establish comprehensive situational analyses to foster resilience of Central African Republic authorities;
  • other bodies, strengthening the rule of law and, in particular, the judicial chain.

Strengthening respect for human rights is a core principle of the Mission. In its work with the Internal Security Forces, EUAM RCA promotes international humanitarian law, human rights and fundamental freedoms. It also promotes the protection of civilians, gender equality and no discrimination.

 

Composition

The Mission has its Headquarters in Bangui. It consists of strategic advisors and support staff. The authorised strength is 66 international staff.
