The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The Delegation of the European Union (EU) to Georgia has been operating in Tbilisi, Georgia since 1995. The Delegation presents, explains and implements the EU policy; analyses and reports on the policies and developments in Georgia and conducts negotiations in accordance with a given mandate.
The Delegation’s main tasks can be described under three headings: Political relations, Economic and Trade relations, and Co-operation and External assistance. In carrying out its tasks, the Delegation aims at maintaining and developing good and effective contacts with its partners in the government and civil society as well as with EU Member States and international organisations. The Delegation observes and reports regularly to Headquarters on political, social and economic developments in Georgia. It also seeks to ensure coherence between the EU's trade policies, humanitarian assistance, support for democracy, human rights and the media, institution and capacity building and other external policy activities in Georgia. As the EU is one of the major donors in Georgia, one of the Delegation’s tasks is programming and implementation of external assistance.
We offer a post of Administrative Assistant at the Administration Section. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Administrative Assistant – this job function may be changed in accordance with the needs of the Delegation.
Under this job function the successful candidate will serve as technical and support staff to provide general administrative support in the fields of procurement, contracts, infrastructure. In particular,
under the supervision and responsibility of the Head of Section,
- Plan, launch and manage all procurement procedures and market surveys related to the administrative expenditures.
-Monitoring implementation of all service contracts related to the administrative expenditures.
-Prepare Purchase Orders related to administrative expenditures.
-Follow-up on overall general status and maintenance of the Delegation premises and the Residence of the Head of Mission.
-Assist with the management of the Delegation physical inventory.
-Support the Head of Administration in carrying out some of his/her duties, notably in his/her absence.
We offer a competitive position in an international environment. Place of employment is Tbilisi, Georgia. This Group II Local Agent post is for an indefinite contract (upon the successful completion of a probation period). Benefits, such as additional pension scheme and medical insurance, are offered to employees and their families under certain conditions. Standard working hours are 37.5 hours per week.
-Medically fit to perform the required duties;
-Enjoys civil rights and permits for employment under local law;
-Formal Education: Higher level qualifications and/or higher level vocational studies. Relevant University degree or equivalent will be an asset;
-Professional experience: Relevant professional experience in procurement, contracts, infrastructure of at least five years. Professional experience in building management would be an asset. Professional experience in a diplomatic mission/international organisation would be an asset. Knowledge of EU rules and procedures would be an asset. Knowledge of EU rules and procedures would be an asset.
-Knowledge of Languages: English is working language – C1 level required. Georgian is commonly used with beneficiary – upper intermediate level is required. Knowledge of other European Languages would be an asset.
-Knowledge of IT tools: Upper intermediate knowledge Microsoft Office Word and Excel is required.
-Personal Skills: Good communication skills. Capacity to communicate clearly, present complex matters in a simple way and draft precisely. Service oriented approach. Flexible and adaptable to changing working conditions. Respecting deadlines and capacity to prioritise. Discretion and confidentiality. Ability to work under pressure. Eye for detail, Accuracy. Ability to work in a team.
