Effective implementation of laws, strengthening of the capacities of the State Anti-Corruption Commission and the Financial Police, training of staff at penitentiary institutions, and – for the first time – antidiscrimination measures, are among the areas in the country that will benefit from the so-called Horizontal Facility, a financial instrument of the EU and the Council of Europe, in next four years. Four million euros have been made available to North Macedonia for that purpose. Significant reforms were done in the past 2-3 years, but most of the shortcomings seem to be related to human resources. The main challenge is how to make the public administration work better, says Bertolini in an interview with MIA
