Following the official ceremony of the handing over of credentials and the meeting with the President Nursultan Nazarbayev Ambassador Sven-Olov Carlsson addressed the media: "I am honoured to take up my duties as the EU Ambassador during the 25th anniversary year of our diplomatic relations. I regard my new position as an opportunity to contribute to further strengthening of the excellent EU-Kazakhstan relations and to contribute to the successful implementation of the new Enhanced Partnership and Cooperation Agreement (EPCA) between the European Union and Kazakhstan. Kazakhstan is the first Central Asian partner to have concluded such a new generation agreement with the EU".
The European Union and Kazakhstan signed an Enhanced Partnership and Cooperation Agreement (EPCA) in Astana on 21 December 2015. This new agreement, which constitutes the first of its kind signed by the EU with one of its Central Asian partners, elevates relations between the EU and Kazakhstan to a new level and will greatly facilitate stronger political and economic relations between the EU and Kazakhstan.
Speaking about the EU and Kazakhstan synergy in international politics, Ambassador Carlsson noted: "The European Union is not only the largest free trade area in the world. The new EU Global Strategy provides for the intensification of our efforts also in the fields of security and defence, governance and development, energy and environment on a global scale. Kazakhstan plays an increasing role in ensuring international and regional security. The Astana process on Syria, efforts to solve issues related the Iranian nuclear deal and Kazakhstan's active role in the UN Security Council – all serve our common interests and goals to promote stability and development, in particular in the wider Central Asian region including Afghanistan".
The formal ceremony of presentation of credential letters took place in Akorda, the residency of the President of the Republic of Kazakhstan. H.E. Mr Carlsson was accompanied by his spouse Mrs Maria Antonietta Vantaggiato and the Head of the Political Section of the EU Delegation to Kazakhstan Mr Zoltan Szalai.
The European Union plays important roles in diplomacy, trade, development aid and in cooperation with global organisations. Currently, there are 140 EU Delegations and Offices operating around the world, representing the European Union and its citizens globally. The EU Delegations play a key role in presenting, explaining and implementing EU foreign policy and contribute to the strengthening and development of cooperation in accordance with treaty mandates.
2 February marked the 25th anniversary of EU-Kazakhstan diplomatic relations. During the quarter century cooperation a solid legal framework was established. The Enhanced Partnership and Cooperation Agreement (EPCA) between the EU and Kazakhstan was signed on 21 December 2015 in Astana. Since 1 May 2016 the provisional implementation of the main articles of the Agreement has been launched. The Agreement provides a significant boost to economic and political ties between the EU and Kazakhstan and enhances concrete cooperation in 29 key policy areas, including in the sectors of economic and financial cooperation, energy, transport, environment and climate change, employment and social affairs, culture, education and research. During 1991-2014, the EU funded more than 350 projects for the total amount of EUR 180 million in direct bilateral support, which have been allocated to policy advice and technical assistance to various governmental agencies in Kazakhstan.
Ambassador Sven-Olov Carlsson, with a professional background as a Swedish diplomat, has gained profound experience in the European Union institutions. Through his successive assignments, Mr Carlsson has served in the system of the MFA of Sweden (1982-1996), as Deputy Head of the Representation of the European Commission in Sweden (1996-1998), in different management positions at the European Commission (1998-2009), and as Deputy Head of the Russia Division of the EEAS (2009-2013). Before arriving in Kazakhstan, he served as the Deputy Head of the European Union Delegation to Russia in 2013-2018. Ambassador Carlsson has Bachelor degrees in Slavonic Studies and Business Administration from Uppsala University, Sweden. In addition to native Swedish, he speaks English, Russian, Italian, French, German, Polish and Danish.
