EU and Central Asia discussed environmental projects for international financing

ALMATY – Representatives of the European Union, Central Asia, donor organisations and International Financial Institutions (IFIs) gathered for а regional workshop to exchange knowledge and experiences on environmental regulations and standards to facilitate the development of mature and bankable investment projects.

The two-day workshop “Tailor-made support for environmental project identification and preparation for consideration by IFIs” was organised by the EU-funded project "EU-Central Asia Enhanced Regional Cooperation on Environment, Climate Change and Water" (WECOOP) which supports the EU-CA Working Group on Environment and Climate Change.

The workshop participants presented the pre-selected project concepts and discussed them with IFIs and other potential donors. Ways to improve the access of Central Asian countries to international financing for projects with a focus on solid waste, air quality management, water and biodiversity were also discussed.

The workshop provided an in-depth analysis of common environmental priorities in the countries of the region and allowed a preliminary selection of the priority project concepts for international funding. Major EU environmental Directives and standards (on climate action, environmental assessment, public participation, air quality, waste management, etc.) were discussed with a view of their possible application for the development of potential environmental projects and programmes to be implemented in Central Asia. 

The importance of environmental assessment for setting up a sustainable framework for the implementation of plans and programmes in Central Asia was also recalled.

Background: The second phase of the EU-Central Asia enhanced Regional Cooperation on Environment, Climate Change and Water (WECOOP) project, launched by the European Union in August 2016, aims at strengthening the dialogue between the Central Asia partners and at facilitating their cooperation with the EU on environment and climate change.

The Platform for Environment and Water Cooperation was established at the EU-CA High Level (Ministerial) Conference in Rome (Italy) in 2009 as the framework for the EU-CA cooperation in water and environment based on the EU Strategy for Central Asia agreed with the CA states. The EU-CA Working Group on Environment and Climate Change (WGECC), chaired by the Italian Ministry of Environment, Land and Sea, assists in the identification of regional cooperation priority actions and supports the Platform by strengthening policy dialogue and cooperation at the regional level and between the EU and CA.
