The European Union (EU) and its Member States provide by far the largest part of international development assistance worldwide. However, the EU is much more than just that: the EU is a global actor and as such wishes to promote a comprehensive partnership with The Gambia. This means a mature, respectful and mutually benefiting relationship that goes beyond mere traditional development assistance.

The Republic of The Gambia has received grant financing from the European Commission (EU)
through the African Development Bank (AfDB) toward the cost of the Trans-Gambia Corridor
Project. The Government intends to apply part of the approved amount of this grant to payments
under the contract for Consultancy for the following Road Works – Pavement Strengthening of Trans-
Gambia Highway across the bridge on the river Gambia from the northern border town of Keur Ayip-
Keur Ali and from Southern border town of Senoba-Missera (About 24 km length). The work consists
of strengthening of pavement, realignment, provision of additional safety features and improvement
of existing drains.

The services being sought in this procurement comprise of Supervision Consultancy Services for the
pre-Construction and construction supervision services. The Contracting Authority / Employer is the
Ministry of Transport, Works and Infrastructure (MOTWI) and the Project Executing Agency is the
National Roads Authority (NRA).

The National Roads Authority (NRA) now invites eligible consultants to indicate their interest in
providing these services. Interested consultants must provide information indicating that they are
qualified to perform the services (i) information detailing the company’s existence and areas of
expertise (ii) list of similar assignments and experience in similar conditions, (iii) list of overall
permanent and temporary staff in fields related to the assignment and (iv) any other relevant
information. Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance
with the African Development Bank’s “Rules and Procedures for the use of Consultants” (May
2008 Edition, Revised July 2012) which is available on the Bank’s website at http://www.afdb.org.

The NRA is under no obligation to shortlist any consultant who expresses interest.
Interested consultants may obtain further information at the address below during office hours from
8:00am to 4:00pm

Expression of Interest must be clearly marked with the following statement “Expression of Interest
for Consultancy for Pavement Strengthening of the Trans-Gambia Highway” and must be
delivered to the address below by 26th March, 2019 at 2:00pm local time. Submission by electronic
mail (email) will NOT be accepted.
