Every fifth woman experienced violence

An OSCE-led survey on violence against women showed that nearly one in five (19%) women have experienced physical and/or sexual violence since the age of 15 at the hands of a partner or non-partner. “Since the age of 15, more than three in ten have experienced sexual harassment (31%), while 18% say they were sexually harassed 12 months prior to the survey,” as stated in the document.

More than two-fifths of the examinees believed that most of their friends would agree that a good wife should obey her husband even if she disagrees, while a quarter believed that violence against women is often provoked by the victim. The survey was presented during the session of the parliament’s Gender Equality Committee.

The Head of the EU Delegation, Aivo Orav, asserted that the Montenegrin society is traditional and patriarchal, highlighting that there must be zero tolerance towards violence. He added that the EU encouraged women to report violence to the authorities.

"The EU is determined to put an end to this culture of silence," stressed Orav.

The Head of the OSCE Mission, Maryse Daviet, underlined that the Montenegrin authorities have taken a number of steps in harmonising Laws and policies with international standards in the field of gender equality and combating violence against women.

The survey showed that Montenegro has good Laws and policies, but they are not applied in an adequate manner and most cases of domestic violence are treated as offenses, with prison sentences being very rare. A study of violence against women was conducted on a representative sample of 1227 women aged 18 to 74.

The main recommendations of the survey are that it is necessary to follow the implementation of the Laws and their alignment with the Istanbul Convention, as well as to strengthen the integrated multisectoral response to violence against women.
