Call for expressions of interest - European Union Residence in Wellington

The European Union Delegation to New Zealand is currently looking to lease or purchase a residential property to be used as a Residence of the Ambassador.

The ideal residence will be 400-600 m², located in an isolated building in one of the following suburbs of Wellington: CBD, Wadestown, Karori, Kelburn, Ngaio, Khandallah, Thorndon.

The considered surface of around 400-600 m² should also include corridors, entrance hall, reception area, internal staircases. Parking spaces and areas entirely dedicated to technical equipment are not to be included in the overall surface calculation. Additional outside area should include driveway, garden and a terrace suitable for receptions.

The proposed building should have good visibility, easy road access, should be suitable for accommodation of about 5-6 family members as well as suitable  for official events and functions (receptions and dinners) for minimum 20 (sitting) to 50 (standing) guests. It should also have a separate dining room for at least 20 people, ideally with an attached (second) kitchen. It should have a reception area, provide sufficient storage rooms and a guest lavatory.

The area should allow parking slots for 2 vehicles at least, also allowing easy parking possibilities on street.

More specifically, the proposed building should include:

Exclusive criteria:

- An entrance and reception area to provide sufficient space for at least 50 people;

- a separate dining room to seat at least 20 people;

- a kitchen area suitable for a diplomatic residence;

- at least 4 bedrooms;

- at least 2 bathrooms and additional guest lavatory (accessible);

- library/ office (or a 5th bedroom)

- a family living and dining rooms that can be used for private purposes and are separate from the official reception and dining areas;

- at least 2 parking slots;

- easy access from the road;

- should have outside areas suitable for functions;

- should have a sealed parking area.

 

Non-exclusive but desirable criteria:

- whole territory should be sealed;

- a garage;

- cloakroom beside the entrance;

- panoramic views;

- a covered terrace, a porch and a swimming pool;

- most of static security installations already in place (gates, security lights, fences, etc).

A private accommodation should be separated from, and if possible independent of, the reception area.

In terms of security, the property should be surrounded by a perimeter wall or a fence in order to avoid intrusion and there should be a back-off distance between the building and the street.

The building must be compliant with all local building standards and regulations, in particular in terms of occupational health & safety, fire prevention and anti-seismic construction codes. Compliance with EU standards or other international standards is a valuable asset. The overall quality of finishes as well as the technical and mechanical equipment facilities should be in line with EU or international standards.

The building should be available for occupation, after fitting-out works completion, on 1st July 2021 at the latest.

The submitted proposal should provide:

  • Detailed information on rental/ purchase conditions, including rental/purchase price per square metre;
  • a full description of the building and land including floorplan if possible;
  • spreadsheets of surfaces in square metres;
  • photos of the facades taken from the street level and inside the property and photos of all rooms.
