The European Union Delegation in Sierra Leone is seeking proposals for actions that contribute towards the country’s long-term stability, equitable growth, poverty reduction, democratisation and the rule of law, and to foster an integrated local development approach women and girls' empowerment and gender equality in Sierra Leone.

The specific objective of this call for proposals is:  Civil society actors, in particular youth and women, positively contribute to socio-economic service delivery, accountability and public policy making at local level, in particular in rural areas of four (04) preselected districts of Sierra Leone (Pujehun, Kenema, Bombali, Kambia).

 

The priorities of this call for proposals are:

a) CSOs in preselected districts demonstrate strengthened capacity to operate as credible actors of local governance and implement gender-sensitive initiatives aimed at improving inclusive social and economic service delivery to the population at local level, enhancing managerial, organisational and technical capacities of Sierra Leonean CBOs.

b) CSOs in preselected districts reinforce democratic governance; improve transparency, inclusiveness and accountable decision-making, including improved participation of citizens in public life and in territorial management, in particular strengthening the voice of girls and women.

c) CSOs in preselected districts design, establish and operate a sub-granting mechanism with clear eligibility conditions, award criteria (including gender and environmental sensitivity) and decision-making process to finance CBOs or VDC/ CDC/ WDC projects in line with the local development plans and concerted with communities. This sub-granting should support sustainable and inclusive services to the citizens in rural/remote areas, helping communities in releasing their socio-economic potential in a participative and inclusive way, creating accountable local management systems.

 

The overall indicative amount made available under this Call for Proposals is EUR 8,000,000.

Indicative allocation of funds by lot:

Lot 1 (Pujehun District):          € 2.0 million

Lot 2 (Kenema District):          € 2.0 million

Lot 3 (Bombali District):           € 2.0 million

Lot 4 (Kambia District):            € 2.0 million

The deadline for submission of Concept Note and Full Application is 30th of July 2019 at 19:00 (Brussels time).

To apply for this Call for Proposals organisations must use the electronic system (PROSPECT) developed by the European Commission to facilitate the submission of applications (see section 2.2.2 of the guidelines).

To help applicants familiarise themselves with the PROSPECT system and the call guidelines before the online submission, one information session per District will be organised between the 13th and the 24th of May 2019 (TBC) by the EU Delegation to Sierra Leone.  Should you be interested in the information session, please send an email by 6 May 2019 to DELEGATION-SIERRA-LEONE-CFP@eeas.europa.eu indicating: name, surname, and email address of the persons who are going to participate as well as their organisation (max. two participants per organisation). The session is free of charge; no costs incurred by the applicants for attending this information session are reimbursable. Please indicate clearly in which of the four Districts you want to attend the information session.
